Human Resources Manager (Manager I-II)
WHO WE ARE: The Human Resources Department at the Texas Workforce Commission is hiring an HR Manager (Manager I- II) over Actions and Leave. This is an in-office position in the agency's headquarters at 15th Street and Congress Avenue on the north lawn of the State Capitol that may allow for occasional telework.
TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.
What You'll Do: The HR Actions and Leave Manager will be a direct report to the Deputy HR Director of Human Resources. The Manager performs routine to moderately complex (journey-level) managerial work administering the daily operations and activities of HR actions and leave.
The work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures.
The selected candidate works under moderate to general supervision, with limited latitude for the use of initiative and independent judgment.

What We're Looking For: - Expert knowledge of the procedures, policies and statutes tied TWC HR personnel actions and leave. - Experience working as a collaborative member of a team that is always focused on continuous improvement. - Experience as a team lead or past managerial or leadership duties. - Familiarity with data analysis used to help manage and enhance team performance. - History of learning existing and new HR technologies and assisting others in their use.
YOU QUALIFY WITH: -Manager I: Four years of experience in management analysis, organizational development, or methods and systems work. -Manager II: Three years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, six months of which must have been in an administrative management or supervisory capacity. -Both Levels: Relevant academic credits may be applied toward experience qualifications for this position.
