Proposal Summary:

The Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) is responsible for leading the U.S. Department of Defense’s (DoD) efforts related to research and development, advanced technology, developmental test and evaluation, production, logistics, and acquisition policy. To accomplish this mission, OUSD(A&S) requires administrative, analytical, and strategic communication support services.

Position Summary:

MSI is seeking a Business Process Analyst Level III who will be responsible for reviewing and analyzing reports, documents, and information to provide recommendations to action officers and assessments of major Defense Acquisition Programs for OUSD(A&S) and its divisions.

Responsibilities:

  • Review reports for adequacy including completeness, structure, content, and format.
  • Provide recommendations to action officers to improve inadequate packages prior to senior leader review.
  • Analyze information from various acquisition and program sources.
  • Author, review, and edit documents and prepare reports.
  • Participate in program performance assessments of Major Defense Acquisitions Programs.
  • Ensure senior leader decisions are clearly communicated in correspondence prepared for signature.
  • Determine the acceptability of documents based on composition and logical analysis.
  • Monitor workload and precedence of tasks to direct prioritized changes to documents.
  • Work under pressure, meet deadlines, manage priorities, and handle sensitive information independently.
  • Interact with and manage sensitive issues with various high-level offices.
  • Perform Executive Administrative Support duties as needed.
  • Draft funding contracting documents for review by senior leadership.
  • Maintain and reconcile budgets.
  • Compose correspondence requiring independent judgment as to content.
  • Ensure correspondence accuracy, format, spelling, and grammar.
  • Assemble enclosures, attachments, and reference documentation for correspondence packages.
  • Route correspondence according to approved distribution codes.
  • Process incoming and outgoing correspondence, recommending format and content changes.
  • Maintain correspondence control systems to reflect current task status.
  • Prepare internal and external office correspondence.
  • Ensure special handling of expedited correspondence.
  • Maintain multiple office and executive calendars.
  • Provide customer service by telephone and in person.
  • Process travel arrangements and reimbursements.
  • Respond to public requests for information and assistance.
  • Coordinate OUSD(A&S) activities in support of the Department's Program and Budget Reviews.
  • Coordinate OUSD (A&S) activities for the annual Office of Management and Budget (OMB) Passback.
  • Coordinate support for the 3-Star Programmer's and Deputy's Management Action Group.
  • Coordinate weekly reports for inputs and prepare drafts for the A&S Chief of Staff.
  • Serve as A&S primary lead for coordination of the Annual Statement of Assurance.
  • Deliver the Annual Statement of Assurance.

Qualifications:

  • Must have a current TS/SCI security clearance, or a TS security clearance but be eligible to receive a SCI.
  • Must have a minimum of five (5) years of specialized experience in leading and providing technical guidance involving multiple high-complexity projects.
  • Must have executive-level support experience within DoD or other federal agencies.
  • Must have experience managing customer expectations and working directly with customers.
  • Must have outstanding customer service abilities, initiative, judgment, creativity, flexibility, and confidence.
  • Must have the ability to multi-task across multiple projects.

Desired Qualifications:

  • A bachelor’s degree from an accredited college/university.
