I. DESCRIPTION OF SERVICES

requires the services of

1 Cloud Solutions Architect 2 , hereafter referred to as Candidate(s), who meets the general qualifications of

Cloud Solutions Architect 2, Applications/Software Development

and the specifications outlined in this document for the

Texas Health and Human Services Commission .

All work products resulting from the project shall be considered "works made for hire " and are the property of the

Texas Health and Human Services Commission

and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.

Texas Health and Human Services Commission

will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). The Department of Information Resources (DIR) requires the services of One Cloud Solutions Architect hereafter referred to as Worker, who meets the general qualification of Cloud Solutions Architect 2 and the specifications outlined in this document for Health & Human Services Commission - Social Services Applications team. The Cloud Solution Architect will provide strategic guidance in the development process, make technical decisions regarding solutions and explain how they will impact the organization.

As part of HHSC IT Applications - Social Services Applications initiatives, the Cloud Solution Architect 2 will be responsible for: •Creating and leading IT system integration processes to meet the organization's needs •Conducting regular evaluations of the system architecture and collaborating with project management teams to improve the designs •Evaluating any project constraints and devising alternatives to reduce risks, whilst performing process re-engineering •Analysing and finding any impacts that that technical changes may have on a client's business proceeding •Planning and engineering of an organization's cloud computing infrastructure and applications. Implements and designs infrastructure and software. •Defining and developing blueprints and roadmaps for building solutions in the cloud •Ensuring solutions are engineered and deployed in the cloud. •Building roadmap for cloud Strategy, implementation and monitoring •Ensuring compliance with enterprise security configuration standards •Providing Production support and ensuring system is up and running. •Providing operational guidance both internal to the team, and for external operations teams •Performing continuous research on emerging technologies to stay updated with the best alternatives, investigate and provide feedback on new services and solutions offered by the CSP •Providing technical oversight, review, and quality control throughout the life cycle of the implementations •Engaging with Cloud service provider around solving technical problems in the Cloud ecosystem •Supporting DevOps functions to best utilize cloud resources with software configuration management and continuous integration tools. •Leading and ensuring HHSC best practices and methodologies are applied to the design, deployment, and operations in the cloud.

The Cloud Solution Architect will perform other duties as assigned.

Education

Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, engineering, or management information systems is preferred.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Candidates that do not meet or exceed the

minimum

stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Hands on experience in designing, executing, and supporting IT cloud solutions. 7 Required Experience with technical architecture, cloud platform development, cloud strategy, IT strategy, and infrastructure strategy 7 Required Hands-on development experience implementing applications utilizing any J2EE Application Server, Authentication and Authorization, Caching strategies 7 Required Hands-on programming experience in the following languages: Java, J2EE, HTML5, JavaScript, JQuery, AJAX, CSS3, Bootstrap, SASS, Angular, Typescript, Spring, Java Server Pages, JSON, XML, ES5/ES6, NPM, Maven and/or other UI frameworks/libraries. 7 Required Experience implementing Client-facing applications with responsive design and development 7 Required Experience implementing SPA (Single Page Applications) with JS or with libraries/frameworks like Angular 7 Required Experience in development of self-contained, reusable, and testable modules and components 7 Required Experience in Test-driven development and test creation using frameworks such as Katalon, Karma, Jasmine, Selenium 7 Required Experience developing, optimizing, and maintaining an enterprise-level Angular application including complete ownership of the front-end stack (JavaScript/Angular/HTML/CSS). 7 Required Experience with implementing the best practices in application design, performance, scalability, and maintainability. 7 Required Experience with deployment and orchestration technologies (such as Docker, Kubernetes, EKS, OpenShift) 7 Required Hands-on experience participating in all phases of Agile development 7 Required Experience with cloud technology, including Software as a Service (SaaS), Platform as a Service (PaaS), or Infrastructure as a Service (IaaS). 7 Required Hands-on experience with adjacent technology areas including Security, Identity / Access Management and Monitoring. 7 Required Experience with virtualized environments (VMware vSphere 5.x) and knowledge of provisioning hardware, storage, resources, and configuration/administration, including high-availability and failover services for cloud infrastructure 6 Preferred Hands-on experience with IBM WebSphere Application Server 8 or later and JBOSS 6 Preferred Hands-on experience with CI/CD methodology 4 Preferred Hands-on development experience for mobile and tablet platforms III. TERMS OF SERVICE

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Texas Health and Human Services Commission . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at

1609 Centre Creek Dr. Suite 100, Austin, Texas 78754 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

Texas Health and Human Services Commission . V. OTHER SPECIAL REQUIREMENTS TERM OF SERVICE

Services are expected to start on or around July 17, 2023 and are expected to be completed by August 31, 2023. Estimated worker hours shall not exceed 400 hours in FY2023. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

WORK HOURS AND LOCATION

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 1609 Centre Creek Dr. Suite 100, Austin, Texas 78754.

Position will be 100% remote. Candidates can be located out of state (Any location within the United States).

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

VI. ADDITIONAL TERMS AND CONDITIONS Submission of a candidate's resume by multiple vendors will result in disqualification of the candidate from this opportunity.

This position is subject to availability of funding.

In submitting a resume for this solicitation, the vendor attests to their compliance with e-verify for the submitted candidate. E-verify requirements are outlined in Appendix A, Section P. Immigration, of the Standard Terms and Conditions for Information Technology Staff Augmentation Contract.

Worker must sign an Acceptable Use Agreement as a condition of employment.

Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued.

Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( HHS Form 3834 ) before a purchase order is issued.

Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.

By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement .
