A Planner works in the field of land use, zoning, and subdivision, as well as data and demographics, environmental, and permitting. An employee in this classification conducts research and prepares analysis, studies, and reports on a variety of planning topics. The employee performs work under the general supervision of a senior planner through conferences, reports, observations of results, and team assignments.EXAMPLES OF WORK:

Implements strategies contained in the Harford NEXT, the County Master Plan, particularly those which are related to Chapter 2 - Grow with PurposeInterprets and implements adequate public facilities of the Harford County Zoning CodeAnalyzes problems, identifies goals and objectives, and evaluates alternativesPrepares maps, charts, manuals, and brochures for planning and planning-related mattersAids in the dissemination of information via online formats; ensure that online offerings are current and consistent on all platforms (e.g. County website, social media, etc.)Conducts field studies and surveys to collect original data for planning studies and projectsPerforms site visits and field inspectionsAssists the public regarding matters relating to permitting, zoning/subdivision code, and department policies and processesPrepares the Annual Growth ReportRepresents the department at internal and external meetingsParticipates in meetings with government agencies, civic organizations, and other groups, representing the departmentPrepares and publishes reports by documenting data collection, problem analysis, identification of goals and objectives, analysis of alternatives and ways to meet the goals and objectives of planning, and planning-related mattersConducts studies, performs research, and provides analysis for projects relating to land use, zoning, demographics and data, community development, or transportation planningOther duties as assignedMINIMUM QUALIFICATIONS REQUIREMENTS:
Knowledge of demographics analysis, forecasting, and land useIndividuals must possess knowledge of land use planning principles and practicesFamiliarity with advanced features of Microsoft Office suite products as well as planning office proceduresAbility to perform routine GIS workMust have the ability to enter data, maintain records, and research archival information in various formatsRequires the ability to devise and implement thoughtful solutions to complex problemsPossess the ability to thrive in a team environment, foster and maintain harmonious working relationships with coworkers and external stakeholdersAbility to communicate effectively, both verbally and in writingAbility to organize information and produce reports clearly and conciselyAbility to maintain effective records and back up documentationKnowledge of building and planning and zoning principlesAbility to bend, stoop, kneel, or sit depending upon work assignment; to drive a County vehicle while carrying out some assignments
EDUCATION:
Master's degree from an accredited college or university in planning or a related field with a concentration in urban planning, statistics, or data and analytics, AND no experience requiredORBachelor's degree
from an accredited college or university in planning or a related field with a concentration in urban planning, statistics, or data and
analytics,
AND one (1) year of planning experience
LICENSE:Possession of a valid Class “D” or Class “C” non-commercial driver’s license with no more than three (3) points.
