Senior technical/management professional and subject matter expert responsible for the integrity of engineering designs and solutions within the department; provides oversight and engages in the development of engineering policies and strategic initiatives. Manages key infrastructure programs, encompassing water distribution, sanitary sewer conveyance, stormwater collection and treatment, bridges, roads, and others. Directs, trains, and manages engineering staff. Acts as liaison with key regulatory and partner government agencies
Comprehensive knowledge of engineering design, construction, and regulatory requirementsInstructs and trains personnel in all technical aspects of engineeringReviews, evaluates and reports on City construction, engineering, or utility service operationsManages key infrastructure programs, encompassing water distribution, sanitary sewer conveyance, stormwater collection and treatment, bridges, and others.Serves as liaison for special coordination with key regulatory and partner government entities.Develops and recommends technical standards for inclusion in specifications for public works constructionProvides strategic planning level and detailed design inputPerforms related work as requiredPerforms the duties of a Team Manager, Project Engineer, and Principal Engineer when requiredCommunicates clearly, concisely, and comprehensibly in both written and verbal formatRegistered as a Professional Engineer by the State of FloridaComprehensive knowledge of the principles and practices of engineering, surveying, design, construction, maintenance, and operation of major Public Works projects and facilities such as roads, bridges, water, sewer, drainage works, traffic, and coastal protection facilitiesComprehensive knowledge of the principles and practices of engineering surveysComprehensive knowledge of laws and regulations applicable to the design and construction of Public Works projectsExperience managing and training personnel in key aspects of infrastructure engineering planning, design, permitting, and construction management.Capable of signing and sealing engineering drawings and documents in accordance with the rules of the Florida Board of Professional Engineers and Florida Statute 61G15-23

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public via the telephone and personal contactPhysical capability to effectively use and operate various items of office-related equipment, such as, but not limited to, word processor, calculator, copier, and fax machineAbility to stand, walk, move, or kneel may be required to perform dutiesPhysical capability to effectively use field inspection instruments including, but not limited to, cameras, levels, measuring tapes, survey tools, measuring rods, measuring wheels, and paper, bound, or electronic inspection forms/books.
For all positions:Ability to establish and maintain effective working relationships with elected officials, coworkers, the press the general public and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity or sexual orientation.Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required.Ability to maintain regular and punctual attendance.Performs related work as required.Reports to work as directed during an emergency as an essential employee of the City of Miami Beach.
