The City of Pasco’s Engineering Division has reorganized into two divisions. A Capital Improvement Program Engineering Division (Public Works Department) and a Development Review/Long Range Planning Engineering Division (Community and Economic Development). This position is for the Capital Improvement Program Engineering Division under the Public Works Department. This position will report to the Capital Improvement Program Manager.THE COMMUNITY:

The City of Pasco is located at the confluence of the Columbia, Yakima, and Snake Rivers and is, therefore, a gateway to the agriculturally rich Columbia Basin. This wonderful weather, combined with the area's waterways enables residents and visitors to enjoy many outdoor activities from water sports, golf, and wine touring to outdoor theater and hiking.The City of Pasco continues to be one of the fastest growing communities in Washington State. Pasco has experienced rapid residential growth in the 21st century, growing from a population of 32,066 in the year 2000 to an estimated population of 75,290 in 2019. Its setting within the Tri-Cities metropolitan area, educational access and the transportation systems are certain to attract further growth over the next 10-20 years. While the metropolitan economy is largely influenced by clean-up of the nearby Hanford Nuclear Reservation, Pasco’s economy is substantially influenced by agriculture (raw production as well as value-added processing) and distribution (railroad, barge, air and highway).SUMMARY OF POSITION:Under the direction of the Capital Improvement Program Manager, implement and manage the planning, funding, design and construction of Capital Improvement Projects and the implementation of Public Works Standards on all projects under the responsibilities of the Public Works Department. Manage assigned projects and comprehensive/facility plans, plan, organize and supervise assigned professional and technical engineering personnel to prepare complex engineering designs, plans, specifications and reports. Responsibilities may be directed towards transportation/traffic, utilities, facilities and/or parks.Additional job functions may vary due to department or City needs/requirements. Assignments may include but are not limited to:Responsible for the preparation of plans, specifications, estimates and bid documents for public works construction projects including transportation systems, services and activities; municipal utilities such as water, sewer, stormwater, irrigation, municipal and industrial treatment plants.Coordinate the activities of Engineering staff in design and preparation of construction contract bid documents for capital projects. Lead design and right-of-way phases of the projects, assist other staff through bid process and construction phase.Act as project engineer; research applicable codes, regulations and requirements for assigned projects; coordinate project schedule to ensure effective advancement of the project.Lead consultant selection for professional services and negotiate and administer consultant services agreements.Review projects for compliance with City comprehensive plans and policies, determine and write contract specifications and manage and/or participate in special engineering projects and reports as assigned.Prepare budgets for capital program; prepare annual recommended operating budgets for engineering functional groups and other City Operation divisions as assigned; monitor, approve and control expenditures and ensure fiscal responsibility and cost consciousness; prepare State and inter-departmental periodic billing for projects.Maintain regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.Prepare/provide direction and coordination of detailed designs, plans, specifications and estimates for construction projects involving roads, drainage, water and sewer systems using WSDOT/APWA specifications, LAG Manual, AWWA Standards, Department of Ecology Orange Book and other common standards for public works projects.Make recommendations regarding Capital Improvement Program project designs.Assist in preparation of grant and loan applications for projects assigned. Administer awarded funds and perform periodic reporting to funding agency, ensure compliance with funding requirements, lead the process of obligation/contracting of funds.Evaluate the progress of each project by reviewing reports of construction inspectors and conduct on-site inspection of the work performed by engineering and construction contractors; resolve design, budget, or timetable problems; review and approve construction materials as described in specifications, ensure that project documentation meets state and federal audit requirements.Communicate and coordinate with other City departments/divisions to ensure assignments and projects are completed appropriately (e.g., Community Development on current and long-range land use planning efforts, Public Works Operations, etc.). Coordinate with other entities, oversight and funding agencies and other City departments/divisions.Prepare, evaluate and select consultant proposals for projects and administer contracts for project compliance and expenditures.OTHER JOB FUNCTIONS:Participate on committees as assigned, perform general office duties, update and maintain files, and perform field investigations; attend public meetings and make presentations.Coordinate and advise the engineering staff regarding standards, traffic engineering, calculation of utility fees, formation of L.I.D.s, and working with the public.Perform research, compile and organize records, and prepare reports utilizing graphics and spreadsheets; perform engineering and survey calculations.Manage contracts in progress including site visits and evaluation of project progress costs reports, determination of payment for work accomplished; accept or reject methods, performance or completed work.Work with the public and respond to/investigate inquiries and complaints. Recommend corrective action as necessary.Assist with conducting performance evaluations as assigned.Approve and stamp documents and specifications.Perform other related duties as assigned.EDUCATION & EXPERIENCE:

Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.Bachelor’s degree from an accredited college/university in Civil Engineering or closely related field.Seven (7) years of progressively responsible engineering experience (four at the professional level) in water/wastewater utilities, transportation/traffic, or overall engineering design and contract administration. Previous public works and public agency project experience is preferred.LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS:

Certain licenses and certificates, if required, may be acquired on the job as agreed upon by the City and employee. Subject to change based on operational needs.Valid Washington State driver’s license.Registered Professional Engineer of Washington State (PE) or reciprocity in six months.Work is primarily performed in an office environment while stationed at a desk or in the field on project or construction sites. Field inspections may occur that would require walking, stooping and climbing where there is exposure to heavy equipment, noise, varying/extreme weather conditions, blowing dust, varying terrain and/or traffic.
