Consulting Engineer - Transportation
The Mayor’s Office of Capital Projects is building a team that will provide the planning, designing, construction, and the preservation of the City of Cleveland’s facilities and infrastructure. The candidate hired for Consulting Engineer will display a broad knowledge of principles and practices in civil engineering. Additionally, the candidate should have some knowledge of the principles, practices and trends of transportation planning, transportation engineering, land use planning, public administration, and grants management. Under administrative direction, provides engineering advisory services related to divisional or departmental projects and activities. Performs other job-related duties as required.Minimum Requirements
A Bachelor's Degree in Engineering is required. Four years of full time paid engineering or construction experience in the design or construction of roads and bridges is required. Must have a State of Ohio Professional Engineer's License. (Substitution: Must have a temporary Professional Engineer License at the time of hire in which case, must have a permanent license within 90 days of the issuance of such temporary license.) Must be computer proficient in spreadsheets and typing and have a working knowledge of AutoCAD. A valid State of Ohio Driver's License is required. Must be able to lift and carry a minimum of 30 pounds and have the physical capability to take measurements.PREFERRED QUALIFICATIONS
Strong demonstrable project management experience executing complex road enhancement and/or construction projects.Ability to lead transportation studies and complex transportation plans (e.g. multi-phase traffic signal design, major structure rehabilitation, ditch relocation, traffic control standards & guidelines, multi-lane resurfacing & lane additions & widenings) to provide effective implementation & ensure compliance & assist in resolving problems (e.g. plan interpretation, designer intent, utility relocation, property owner concerns, & scheduling concerns, material approval & procedure submittals & approvals).Experience with Ohio Department of Transportation (ODOT) standards preferred.ADDITIONAL DUTIES
Engineering advisory services to divisional or departmental projects and activities, under administrative direction.Project management during planning, design and construction of capital improvement projects, which range in size from very small up to multi-million dollar investments. Primarily City of Cleveland projects, but also those sponsored by other agencies such as ODOT, GCRTA, Cuyahoga County, and NEORSD.Coordination of planning, design and construction activities with other City of Cleveland divisions and departments including Planning, Traffic Engineering, Real Estate, Architecture and Land Development, Economic Development, Community Development, Public Works, and Public Utilities (CWD, WPC, CPP).Coordination of work with private utilities.Preparation or oversight of preliminary studies to develop project budgets; identification of potential design and construction funding sources; preparation of grant applications; development of scope of services and requests for proposal; consultant evaluation and selection; compliance with regulatory requirements.In-house design and/or administration of plan development process by consultants;Project liaison with the neighborhood planning and implementing public involvement and public meetings; review and response to public comments;Construction document preparation; bid process administration; preparation of legal agreements.Construction oversight including site visits and milestone inspections; construction progress meetings; invoice review and processing; claims negotiation; and project reporting.May assist in budget and work program preparation and administrative analysis.Attends conferences and seminars.Private Development and Utility Project plan reviews (Division issues in excess of 5,000 street opening permits per year).Investigates complaints, documents findings & assists with resolution; directs documentation of pay quantities, project records keeping, and initiation of change orders, approval & sampling of materials incorporated in work.Communicate risks to the delivery of projects with the project team and client as they are identified and work to mitigate the risks.Experience with design build or other alternative delivery projects a plus.Review project designs and deliverables for conformity to documented commitments, standards, and for quality assurance.Perform critical thinking in development, evaluation, selection, and modification of standards engineering techniques and procedures.
