The City of Pasco seeks a personable, strategic, and experienced engineering professional to serve as its next Senior Traffic Engineer. This position works to address traffic-related issues and improve the overall traffic flow in the city; playing a vital role in long-term transportation planning for the city, assessing future growth and development patterns, evaluating transportation infrastructure needs, and proposing improvements to accommodate increasing traffic demands.

Participate in the plan review process for development, as well as the City's traffic safety, bicycle, and pedestrian programs.

Additional job functions may vary due to department or City needs/requirements. Assignments may include but are not limited to:Provide traffic engineering, coordination, management and/or support for the planning, design, construction and maintenance of in-house and consultant-designed transportation projects; perform long-range planning.Monitor and maintain operation of traffic signal system including developing signal timing plans, corridor coordination plans, and responding to resident complaints.Develop, recommend and implement intersection and signal system timings and plans, use of appropriate traffic control devices, and detour patterns for construction projects.Perform traffic studies and analysis for determining intersection level of service, including crash analysis, turning movements, pedestrian activity, etc.; review traffic studies from consultants and developers.Communicate with City officials, contractors, consulting engineers and the general public regarding traffic/transportation engineering issues and projects; assist, advise and direct the general public on construction practices and code requirements.Systematically review accident records; perform and review studies for changes in traffic control devices.Review complex engineering plans and drawings for construction projects within the City for signing, striping and other traffic related issues to ensure compliance with City ordinances and policies; approve plans or indicate deficiencies with corrective action guidelines; make complex calculations involving assigned traffic engineering specialty; review calculations and designs of others to assure conformance with City engineering standards.Communicate with residents on a variety of issues; respond to complaints or questions and attempt to resolve or direct individuals to the appropriate staff to achieve quick resolutions.Develop and propose new City specifications and ordinances and changes to standard details; read and remain current on State and Federal specifications and regulations, to perform field and office engineering duties.OTHER JOB FUNCTIONS:Perform a wide variety of office and field support duties as required.Perform other related duties as assigned.

EDUCATION & EXPERIENCE:Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.Bachelor’s degree from an accredited college/university in Civil or Traffic Engineering or closely related field.Five (5) years of progressively responsible engineering experience in traffic or transportation engineering design.Previous public works and public agency project experience is preferred.

LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS:Certain licenses and certificates, if required, may be acquired on the job as agreed upon by the City and employee. Subject to change based on operational needs.Valid Washington State driver’s license.Registered Professional Engineer of Washington State (PE) or reciprocity in six months.Professional Traffic Operations Engineer (PTOE) in the State of Washington is desirable.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:Work is primarily performed in an office environment while stationed at a desk or in the field on project or construction sites. Field inspections may occur that would require walking, stooping and climbing where there is exposure to heavy equipment, noise, varying/extreme weather conditions, blowing dust, varying terrain and/or traffic.
