Activities include studies, analysis, and addressing traffic and traffic related issues, problems, concerns, and impacts. Work as a part of a team with Engineering Department staff and other departments to provide comprehensive assessment and problem solving related to projects both in the office and the field. Generate traffic related policy for signage and traffic safety directly to Director of Engineering. Additionally perform general civil engineering tasks related to design and construction of local capital improvement projects as assigned. Projects may include, but are not limited to street reconstruction and resurfacing, parking lot reconstruction and resurfacing, sidewalk installation, water main replacement, sanitary and storm sewer replacement, roadway lighting, and traffic signal installations.Essential Job Functions :Analyze transportation engineering aspects of the City of Wheaton to identify concerns and develop solutions. Apply principles of traffic and transportation engineering, using appropriate reference documentation to all projects.Respond to inquiries from the public, consulting engineers, construction managers, municipal agencies, City Council, and City of Wheaton employees concerning engineering procedures on any transportation projects or transportation related requests either in person, via email, or by phone. Coordinate with City of Wheaton Police Department or Public Works as needed.Research issues related to traffic studies, which include gathering, interpreting, and preparing data for written and/or oral reports and recommendations to City Council, City Management, Commissions, and the general public.Develop traffic signal designs, perform intersection studies, evaluate sign requests, and manage traffic signal operation.Generate survey data as needed for the development of transportation related capital projects.Prepare plans for transportation related capital projects from survey data using AutoCAD software.Perform engineering calculations to prepare estimates of quantities and construction costs.Possess a general understanding of engineering practices for the design of various capital projects.Perform various engineering tasks when required including review of plans and topographical surveys; inspection of construction activities; and interpretation of maps, plats of survey, and legal descriptions.Coordinate efforts with other engineering staff members, City Public Works personnel, and others for successful completion of capital projects assigned.Understand and answer questions on municipal projects and interact with the public.Listen to, understand and resolve citizen complaints, as appropriate.Perform other engineering related tasks as directed.Important Job FunctionsTake personal responsibility to provide exceptional customer service in order to promote and maintain a positive City image, constructive working environment, and foster pride and professionalism in the workplace and community.Adhere to all departmental and City safety policies.Consistent attendance and punctuality is required.Perform other duties as required or assigned.Basic RequirementsEducation and Experience:Bachelor of Science degree in Civil Engineering or related engineering field, and experience totaling two to four years in municipal engineering design and construction.The qualifications listed above are guidelines. Other combinations of education and experience, which could provide the necessary knowledge, skills, and abilities to perform this job, may be considered.Licenses and CertificationsKnowledgeFamiliarity with municipal engineering principles and practicesLocal, State, and Federal regulations pertaining to street, water, and sewer design and construction specifications.SkillsAdvanced troubleshooting.Organization and analysis.Strong interpersonal communication skills for interaction with the public.Effective written and verbal communication skills.AbilitiesWork independently and in a team.Use precision instruments and perform complex engineering calculations.Physical AbilitiesAbility to work under a variety of conditions daily which include walking on construction sites and on uneven ground.Work under varying environmental conditions both indoors and outdoors, which may include dust, dirt, fumes, low illumination, noise, etc.Lift up to 50 pounds, on occasion.TO APPLY
