Northrop Grumman Aeronautics is currently seeking a motivated and execution-oriented

Manager, Programs 3

to join the RQ-4 Program Management Team. This position will support our Autonomous Intelligence, Surveillance, Reconnaissance, and Targeting Business Unit in the Global Surveillance Division. The RQ-4 Enterprise of programs includes the US Air Force (USAF), Test Resource Management Center (TRMC), Direct Commercial Sales variant for NATO, and Foreign Military Sales variants for Japan and the Republic of Korea. This leadership role will have the responsibility of managing the cost, schedule and performance of a segment of overall portfolio efforts. This position may also be responsible for proposal, baselining, development, and sustainment efforts to support program needs.

Responsibilities will include:

Ownership of projects and budgets

Management of program cost, schedule, performance, quality, and suppliers

Ensuring all contractual technical requirements are met

Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

Responsible for ensuring program and procedural requirements are met in a timely and profitable manner, and within client satisfaction goals and objectives.

Builds a collective understanding of program risks, issues, and opportunities and shapes collaborative solutions to maximize the performance of the organization.

Provides leadership, management, guidance and oversight for matrixed personnel.

Participates in the negotiating contracts and contract changes.

Prepares and delivers presentations at program reviews with both internal and external customers.

Develops metrics for monitoring the health of project progress and for intervention and problem solving with Senior IPT Leadership, Sub IPT Leads and the Functional Homerooms.

Leads teams in execution of the program by providing clear assignments and direction, maintaining close communication, and getting the team the support needed to succeed.

Resolves issues in accordance with business objectives, strategies, legal requirements, regulations, contract terms, and company policies.

Basic Qualifications

Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.

Related experience includes professional and/or military experience to include a background in project management, program management, engineering and engineering leadership , capture efforts, and/or business management related functions.

Experience with Earned Value Management and demonstrated financial acumen

Ability to develop and manage scheduled related to a major project or program

Must have the ability to obtain and maintain a DoD Secret clearance.

Preferred Qualifications

Experience managing engineering teams

STEM degree

Knowledge of Northrop Grumman internal processes, procedures, and organization.

NATO or other International customer experience.

Able to develop and manage schedules with complex interdependencies

Experience managing Direct Commercial Sales (DCS) contracts.

Experience managing Foreign Military Sales (FMS) contracts.

Experience with High Altitude Long Endurance platforms such as RQ-4.

Demonstrated experience meeting customer needs, building strong relationships with strategic partners and guiding program teams and support functions to take action to satisfy customer expectation

An active DoD Secret or higher clearance

Able to attain and maintain Special Program Access (PAR) within a reasonable amount of time as determined by business needs.

Salary Range:

$180,600 - $271,000

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
