Responsibilities You will provide specialized data management work involving the design, creation, maintenance and administration of computerized databases. You will analyze and define data requirements and specifications. You will maintain, monitor, performance tune, back up and recover databases. You will perform quality control and auditing of databases to ensure accurate and appropriate use of data. You will apply database management methods for database logical and physical design, storage capacity management, and backup recovery. You will develop plans and schedules for estimating resource requirements, defining milestones, monitoring activities, and evaluating and reporting accomplishments. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures and manages systems resources including performance, capacity, availability, serviceability, integrity, efficiency and recoverability. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Administering the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Recommends resolution to problems and issues, prepares and presents reports and plans, and coordinates projects to meet future needs. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolves hardware/software interface and interoperability problems. In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying data administration and data standardization policies to integrate IT programs with other programs of equivalent scope and complexity; 2) Applying database management concepts, principles, and methods including database logical and physical design, normalization, storage capacity management, and backup and recovery; 3) Using Structured Query Language (SQL) and/or Procedure Language Structured Query Language (PL/SQL) to generate queries, reports, and scripts; 4) Implementing technical documentation methods and procedures for an IT program; 5) Applying project management principles, methods and practices to develop plans and schedules, estimate resource requirements, define milestones and deliverables, monitor activities, and evaluate and report on accomplishments associated with enterprise information technology systems, operational technology, networks and platform IT; and 6) Executing IT security concepts, standards, and methods for cybersecurity standards and control systems (i.e. Databases, systems, networks, cybersecurity). Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. A post allowance amount, (otherwise known as: COLA), of 8.90% will be added to the stated salary. Post allowance is subject to change at any time. Superior Qualifications may be offered based on Management's approval. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
