Its mission is to preach the gospel of Jesus Christ and to meet human needs in His name without discrimination.Position SummaryThe Emergency Housing Manager is responsible for all operational aspects of The Salvation Army Zahn Emergency Shelter including management and regulatory compliance. Functional responsibilities include personnel selection and development, continuous quality improvement, fiscal management, and community relations with Homeless agencies providers. (S)He represents The Salvation Army, through Zahn, to community-based organizations, state agencies, health care organizations and private individuals involved in the homeless service provision.Pay Rate$30.00/hr.Essential FunctionsEnsure that residents receive the care and supervision outlined in the resident's Individual Care Plan/Individualized Housing Stability Plan.Ensure compliance with all applicable laws and regulations.Maintain positive communication and relationship with Department of Mental Health (DMH), Los Angeles Homeless Authority (LAHSA), Department of Social Services (DPSS), Family Solution Center (FSC) and other Homeless agencies.HMIS/Clarity Data.Promote the availability of the facility to agencies and organizations.Monitor and implement the applicable policies of Zahn Shelter.Complete monthly billing for Department of Mental Health.Complete and submit monthly DPSS report.Submit monthly and weekly Statistics.Submit annually evaluations of supervise staff.Ensure Zahn is up to code with the Health Department and Fire Department.Audit residential files periodically for quality assurance.Monitor staffs' timesheets.Supervise and coordinate ongoing training for all staff at Zahn Emergency Shelter.Enforce resident and staff conduct, building and safety codes.Complete periodic reports as required by The Salvation Army, LAHSA and HMIS/Clarity.Attend weekly or monthly leadership meeting.Supervise all staff (desk clerks, cooks, and maintenance) and appropriate outside agencies.Attend outside partnership agency meetings/network.Responsible for placing Shelter Partnership order and assuring clients have access to donations.Facilitate and lead the annually Cluster meeting regarding Zahn Emergency Shelter.Supervise Recovery Rehousing Program directly, as well as case managers, attend meetings.
Working ConditionsAbility to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects. Ability to lift up to 30 lbs.
This position requires employee to be vaccinated from Covid-19Minimum QualificationsA. degree or equivalent experience.Must be able to speak, read and write English; bilingual (English/Spanish) is a plus.Must pass criminal background check.Knowledge of basic hotel-type operations, housing regulations and Cal/OSHA requirements for safe housing environment.Red Cross First Aid and CPR certification.
Skills, Knowledge & AbilitiesMust be culturally sensitive and non-judgmental.Knowledge and sensitivity regarding issues of homelessness, mental illness, substance abuse, HIV/AIDS, etc.Ability to supervise staff to effectively manage multiple projects in a high-performance environment.Supervisory experience.Knowledge of Universal precautions.CPR/First Aid Certification.
