Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the direction of the Director of Funding & Allocations, the Associate Director of Funding & Allocations will provide support to LAHSA in the planning, development, administration, and management of funding for programs and services designed to end homelessness in Los Angeles County. This position will support the Funding & Allocations Department, LAHSA, its funders, and sub-recipients with the development, implementation, and oversight of LAHSA’s methodologies, practices, and processes for LAHSA’s annual funding and grants cycles, ensuring effective, efficient, equitable, and ethical methods and practices for requesting, receiving, distributing, managing, and utilizing funds for homeless programs and services.

The Associate Director will play a key role in LAHSA’s funding processes, identifying, planning for, and responding to the funding needs for the Los Angeles Continuum of Care and Los Angeles Coordinated Entry System, including the Continuum’s and Systems’ programs, sub-recipients, and vendors; developing, implementing, coordinating, and supervising annual and multi-year planning of funding; supporting LAHSA in communications with funders and formal requests of funders; developing, implementing, and applying allocation methodologies that advance equity, economic justice, and racial justice.

This position is responsible for supporting the Funding & Allocations Department with refining and enhancing LAHSA’s methods and practices of financial analyses and modeling, forecasting, reporting, budgeting, and allocation planning, to establish more timely, accurate, and predictive analyses, forecasts, and projections, as well as to support the optimization and full utilization of funding for programs and services throughout the Continuum and System.

The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.Develop, implement, and apply effective, equitable, and ethical methodologies and practices for allocating LAHSA’s annual budget for programs and services.Develop and implement funding strategies to reverse racial disparities in homelessness, in coordination and conjunction with LAHSA’s Equity and Systems and Planning departments.Ensure that LAHSA’s public funders and governing bodies (i.e., Commission, CoC Board, etc.) are informed about, and aligned with, LAHSA’s programmatic allocations and their methodologies.Collaborate closely with LAHSA’s Systems and Programs departments to ensure allocations are strategically invested to scale the system and achieve maximum performance.Manage and oversee LAHSA’s processes to plan for and develop annual and multi-year funding plans, in coordination with LAHSA’s Systems & Planning department and Budget & Financial Planning Division.Develop and implement methods, policies, practices, and processes for planning, developing, preparing, and submitting recommendations and requests for funding through collaboration with LAHSA’s Systems & Planning and Budget Financial Planning teams.Organize, coordinate, and supervise the development, preparation, and submission of recommendations and requests for funding.Organize, coordinate, and supervise the allocation of funding to LAHSA programs, and the obligation of funding to LAHSA sub-recipients and vendors.Develop, implement, coordinate, organize, and supervise the preparation and completion of analyses, forecasts, and modeling in support of various planning activities and initiatives (including budgets and budgeting), in support of LAHSA, the Los Angeles Coordinated Entry System, and Los Angeles CoC.Manage and oversee the tracking, monitoring, and evaluation of funding allocation and utilization through collaboration with programs and finance departments.Prepare, submit, and present reports on programmatic and financial outcomes to LAHSA funders, Commission, and committees.Other duties and special projects as assigned.

Minimum Qualifications:Commitment to racial equity and LAHSA’s core values.Mission-driven.Ability to think strategically, anticipate future consequences and trends, and adjust course accordingly.Knowledgeable in State and Federal Statutes and Regulations, such as HEARTH ACT, HUD Emergency Solution Grant, HUD Continuum of Care, HUD Community Development Block Grant, DPSS CalWORKs Housing Support Program, John H. Chafee Foster Care Independence Program.Highly proficient in the use of Microsoft Excel, Power BI, and other applicable software.Strong analytical, problem-solving, and organization skills.Able to work on multiple projects with accuracy and efficiency, while keeping to deadlines.Excellent verbal, written, and interpersonal communication skills.Detail-oriented.Ability to interface with the public and staff on all levels.Demonstrated experience working independently and in a team environment.

Schedule: The Executive Director or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA business.
