DEPARTMENT MISSIONTo provide leadership using policies, procedures and available systems to provide quality substance abuse treatment and support the Harbor Light Center in meeting the mission of The Salvation Army.PROGRAM/CLIENT ENVIRONMENTThe backgrounds of the clients served by The Harbor Light Program will manifest a variety of inappropriate behaviors. When this occurs, employees are to respond within the context of the treatment environment of the site. Employee conduct (actions, dress, etc.) and interactions (conversations, written communications, etc.) with clients must also be within the treatment environment of the facility.OUTCOMESSubstance abuse treatment programming, including planning, development, managing and interpreting services is completed in accordance with the organization's and funder's stated objectives and purpose.

ESSENTIAL DUTIES AND RESPONSIBILITIESClinical Services CoordinationIn collaboration with Director, designs the Clinical Service program, including methods of assessment, treatment, flow and limits on service provision, and allocation of time resources to the various clinical services.Facilitates meetings for staff input and review, manages related policies and procedures in accordance with current professional standards.Administers data management for Clinical Services.Collaborates with other departments that provide related services to clients suffering from Substance Abuse Disorder.Provide collaborative leadership to promote a well-functioning counseling and treatment center and a healthy environment.

Psychological ServicesProvides psychological services to students and consultation to faculty and staff on both a regular and emergency basis, and when necessary, during non-traditional hours, including, but not limited to crisis-intervention, assessment, counseling, treatment, and clinical consultation in individual and group formats.Provides clinical consultation to clients and their families, and to support of the mental health of those in treatment.Is on-call as needed for after-hours consultation related to emergency client mental health needs.Collaborates in Counseling Center efforts to provide services in new and creative ways. Adheres to organizational standards regarding case management, documentation, and parameters of service.Collaborate with Director and other Counseling leadership in the overall direction and management of the Center.Serve as a member of the appropriate Counseling management team or teams.Administratively supervise other Counseling staff as assigned.Supervise staff on their outreach planning and implementation.Serve as Acting Director of the Center when delegated to that role, providing leadership according to the mission and priorities of The Salvation Army.Participates in various agency maintenance activities, such as accreditations and team building.Will provide psychological services and counseling to clients while providing clinical training, outreach, and other modalities to staff.

REPORTING RELATIONSHIPSThis position reports to the Director of Clinical Programs.In contacts related to this position's duties, this individual acts as a representative of The Salvation Army and its mission.

PERFORMANCE MEASUREMENTSThis individual will be evaluated on how effectively and efficiently the outcomes of this position are achieved, as well as the timeliness, accuracy and completeness of accomplishing assigned goals.

EDUCATION/EXPERIENCEMaster's degree in psychology or related field.Three years of work experience in a mental health agency.Licensed in an Association of State & Provincial Psychology Boards (ASPPB) jurisdiction and license eligible as a Psychologist, Social Worker, or Mental Health Clinician in Illinois.An expectation for this position is to be fully licensed as a psychologist, social worker, or mental health clinician, and to be fully licensed in their field in Illinois within 6 months of being hired.Experience in a mental health and counseling environment.

POSITION LIMITATIONSThis individual will only commit Army resources that have been allocated or approved.This individual will keep the Director of Clinical Programs informed on all critical issues relating to her/his area of responsibility.This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.

PHYSICAL DEMANDS/WORK ENVIRONMENTThis position is required to do light physical work. In order to successfully perform the essential functions of this position, the employee is regularly required to use standard office equipment and PC.Must be able to walk up three flights of stairs and lift up to 25lbs.The work environment for this position includes an office environment with a low noise level.Must be able to work with clients that have poor social skills, suffer from mental illness, and have substance abuse problems.
