Position Description:

The Sr. Program Manager is the government's primary point-of-contact and the company's primary officer accountable for contract performance and delivery, overseeing all areas of Team Improvix's activity for all contractual requirements, including project statuses, taskings, schedules, performance, personnel, and problem resolution. The Sr. Program Manager is responsible for all layers of contractor Resource Management, including developing and evaluating resources and ensuring that all contractor personnel work collaboratively and professionally with the Government Customer, their internal customers, and personnel from other contracts.

The Sr. Program Manager is responsible for the day-to-day management of the program and performs oversight of the recruitment and retention of top talent, ensures Quality Assurance on all deliverables, and communicates verbally and in writing to address changes, risks, issues, and mitigations. The Sr. Program Manager interacts frequently with internal and external senior-level government officials and customer representatives concerning projects, operational decisions, contracts, and strategies. He/she is expected to be fluent in all areas of the organization and knowledgeable about all major initiatives, issues, and strategic goals.

The Sr. Program Manager serves as the primary liaison between Government leadership and the broader contract support team(s) by relaying direction, escalating concerns, and collaborating on resolutions. This individual must be comfortable leading briefings and high-level meetings.

Responsibilities:• Serves as the primary Team Improvix interface with the CO, COR, and Government Task Manager(s); represents Team Improvix to the government and is accountable for day-to-day performance of contractor staff and deliverables.• Meets regularly with program stakeholders to ensure a consistent and productive engagement; initiates feedback sessions and seeks stakeholder perspectives to maximize continual process and performance improvement across the program.• Reports a variety of program statuses at predetermined frequencies to key stakeholders, to meet both formal and informal reporting expectations, such as:

o Weekly recruiting and staffing updates

o Monthly program status - to include accomplishments, financial burn rates, and risks• Identifies and empowers key contractor team leads throughout the organization

o The Sr. Program Manager either directly or through team lead delegation ensures that proper resource coverage is always in place, oversees the contractors' overall whereabouts, and enforces compliance with internal Customer policies and procedures.• Identifies and proposes cost reductions through business process re-engineering, organization, standardization, and training plans.• Leads all aspects of service delivery for the Task Order SOW(s), assuring all work products and deliverables are delivered by agreed-to dates and at acceptable levels of quality. Informs the COR of any changes in Task Order due to changes in federal policy.• Manages, monitors, and reports Team Improvix's performance of applicable Task Order SOW requirements.• Continually assesses the strengths and weaknesses of the team; advises the government on optimizing the use of contractor personnel to best meet priorities across the organization.• Ensures that all formal deliverables are complete, accurate, and compliant.• Mobilizes all appropriate contractor resources to respond to incidents, system outages, crises, and disasters, including those that occur after-hours.• Proactively facilitates technical solutioning across the contract by identifying the right resources and skillsets, establishing tiger teams, and scheduling collaborative sessions; where applicable, follows team leads' advisement and direction; provides continuous updates and/or fully formed proposals to the government.• Responsible for all levels of Resource Management, including fluctuations in resource demand, maintenance of cross-functional skills, and succession planning for maintaining staffing availability and competency; oversees proper transition and knowledge transfer in the event of turnover and attrition; ensures that proper and effective situational and organizational awareness is regularly communicated.• Responsible for responding to and correcting program-related issues by working with the appropriate contractor team leads and keeping Government management informed.• Responsible for documenting a program risk register and taking appropriate program Risk Management action items, including assessing, planning, and executing mitigation strategies as needed.• Manages all activities of Task Order SOW operations including:

o Tracking and managing activities, tasks, deliverables, and deadlines.

o Facilitating discussions and solutioning to address complex decisions and issues.

o Advising on industry trends in technology innovations, security threats, regulations, executive orders, etc.• Internalizes and tracks customer and agency strategic plans. Contributes to government strategic plan documentation.• Ensures Improvix contract staff follow all applicable federal and Customer policy and standards, including but not limited to, FISMA, FITARA, Section 508, FAM/FAH, etc.
