Accounting ManagerThe Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services and daycare.Job Description:The Accounting Manager is a senior level role in the Finance division. The incumbent will be responsible for managing the day-to-day operations, monitoring and directing financial reporting activities, overseeing of internal and external reporting requirements, managing the audit and other duties as assigned.Responsibilities:Plan, direct, and monitor the assigned Opportunity Housing Properties and Discreet Component Units PortfolioPlan, organized and direct the maintenance of books and records according to standard accounting procedures for all financial activitiesDevelop and maintain written proceduresManage the full cycle of monthly accounting and financial reporting for the assigned entities. Oversee the general ledger, account reconciliation including journal entries and month-end and quarter-end closingPlan, organize and direct preparation of financial statements required by various funding sources and regulatory agencies as well as the Commission and non-profit corporations under managementAnalyze financial records to forecast future financial position and budget projections. Work closely with the budget department to prepare the Calendar year and Fiscal year budget and quarterly budget variance analysisResponsible for coordination of liaisons with all auditors, Federal, State, and Local officials, and trusteesManage the audit and tax services for the assigned entities and ensure they are done accurately and timelyResponsible for the direct and indirect supervision of the staff to include handling all personnel actions, requirements and performance appraisalsCoordination with the inter-divisional projectsPerform other related duties as requiredMinimum QualificationsExperience:At least 5 years of senior-level experience as an accountantAt least 2 years of supervisory experienceAt least 2 years accounting or bookkeeping experienceEducation:Graduation from an accredited college or university with a bachelor's degree in Accounting and a CPA or equivalent experience.Knowledge, Skills and Abilities:Knowledge of accounting principles, practices, governmental accounting, grant accounting, and bond financing and accountingKnowledge of modern office practices and procedures related to accountingKnowledge of or ability to acquire knowledge of governmental laws, rules and regulations governing accounting activities at HOCAbility to develop and make improvements in accounting methods, procedures, forms and recordsKnowledge of computerized spreadsheets, databases and computerized accounting systemsAbility to organize, analyze and interpret financial data to solve accounting problemsAbility to supervise and train subordinatesAbility to plan, direct and coordinate the activities of the Accounting DepartmentAbility to communicate effectively, both orally and in writing* Salary Range: Min: $77,754 Mid: $104,851 Max: $131,949 | Salary determined by departmental budget- Offer commensurate with experienceHOC is an equal-opportunity employer committed to diversity and inclusion in the workplace.
