Position OverviewThe Project Manager for the Mobility Infrastructure Group in the Design Services Group oversees the management and delivery of engineering and infrastructure projects from conception to completion. This role includes defining project scope and schedules, allocating resources, and providing technical support to professional staff. The Project Manager leads communications with project teams, ensuring successful project delivery. Responsibilities include planning and executing feasibility studies, preliminary engineering design, alternative analysis, risk analysis, cost estimation, environmental clearance and mitigation, final design, right-of-way acquisition, and utility coordination and relocation. Initially focusing on parking lots, roadways, sidewalks, and trails, the Project Manager’s work may expand across various engineering fields based on their expertise and initiative.Job Duties and responsibilitiesAssist with consultant procurement and manages internal and external resources to adequately staff the project.Delivery team, including contract negotiation and managing the project budget.Use Harris County Design Software and Resourced to produce complete studies and permitted plan sets.Promote project controls, tracking, and enhanced reporting using Project Management Software (i.e., eBuilder),which includes advancing projects from planning to design, to construction, to occupancy.Utilize the software to manage project scopes, costs, schedules, and documents.Maintain responsibility, oversight, and knowledge of the entire portfolio of projects assigned to the Project.Management Team: meet regularly with department management and senior client representatives to discuss their projects.Identify and address risk to schedule, budget or performance with subordinate project managers and engage.Management as necessary to resolve issues and mitigate risks before impacting project delivery.Work closely with assistant project managers, graduate engineers, consultants, and other related subject matterexperts in the preparation of planning and construction documents and complete ancillary support tasks to successfullybid and award capital roadway projects.Ensure that quality assurance, risk management, regulation compliance and permitting is properly executed.Utilizing the Project Management Institute (PMI) business model and works closely with the Capital Improvement Divisionleadership to track and report project status.Work closely with management to monitor and adjust internal processes that further promote efficient project.Execution. This includes assisting with the development of written plans to document and processes for use by Design.Services staff, support staff, and outside team members to ensure project delivery consistency.Conduct the full range of supervisory duties for assigned Project Managers to include (but not limited to)Workplace safety, training and development, performance management, staffing, policies and procedures, and balancingWorkload.Adapt when emergencies or short turnaround projects arise.Perform other duties as assigned, including emergency or disaster event support.Education:Bachelor's Degree in Civil Engineering, Civil Engineering Technology, Construction management from an ABET-accredited college or university.Experience:Minimum Five (5) years of Design Experience related to horizontal projects such as site development, roadway & bridges and/or drainage construction projects.Experience in designing sidewalks, bike lanes, traffic or pedestrian signals, and all related supporting infrastructure.Experience in AutoCAD and Civil 3D in the production of construction documents/plans.Military services are an applicable field is acceptable.Licensure:Valid Texas Driver's License upon hire, a good driving recordEIT certification in the state of Texas.PE License in the State of Texas or, will be able to obtain PE license in 6 months.Knowledge, Skills, and Abilities (KSAs):Strong written and oral communication skills.Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner.Ability to read, interpret, and create construction plans, estimates and specifications.Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.Ability to drive a county vehicle to various job sites as needed to accomplish tasks and projects.Experience:Working knowledge of HCED, HCFCD, COH or TxDOT standards and specifications.Additional experience beyond the required in the design or construction of public infrastructure.Signed and sealed at least (3) infrastructure plan sets.Knowledge, Skill & Abilities (KSAs):Knowledge in using e-Builder, Microsoft office and other similar software packages.Position Type, and Typical Hours of Work:Full-Time | Regular | 40 hours per weekHybrid schedule: Three days in the office and two days working from home.Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.Salary:Commensurate with experience, based on 26 pay periods.Physical Demands and Environmental Exposure:Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully.
