Position Overview:The Program Manager oversees and coordinates the planning, design, and construction of projects under the Capital Project Infrastructure Division. The Program Manager is responsible and accountable for effectively and efficiently managing the program portfolio with minimal supervision.The Program Manager reports to the Director and actively participates with the project teams in the planning, designing and construction of projects, and in monitoring their progress. The Program Manager will work with the project teams to develop back-up/recovery plans in the case of unplanned setbacks in project delivery. The Program Manager also supports the construction management team and participates in conflict resolutions, inspections, and construction management tasks. The Program Manager manages both staff augmentation and Harris County staff. They are responsible for leading staff in achieving project goals and objectives through mentoring, resource management, facilitating project solutions, and ensuring team cohesion by promoting a positive, working team atmosphere. It is important that the Program Manager achieves success in overall team morale, leadership, and fast-paced training for the benefit of the Division.Key Responsibilities:Manages project managers and other related subject matter experts in the preparation of planning and construction documents and complete ancillary support tasks to successfully bid and award projects.Monitors and interacts with management team to balance workload resources, identify deficiencies, and initiate solutions.Identifies and addresses critical schedule, budget, or performance issues. Engages management as necessary to resolve issues and mitigate risks before impacting project delivery.Meets regularly with the Senior Director, Director, and other Program Managers, and Senior Client representatives to discuss project scope, schedule, and budget.Meets regularly with the Construction Program Manager to discuss project construction status.Advises the construction management team and participates in conflict resolutions, inspections, and construction management tasks.Reviews and approves Contractor payments, change orders, etc., and assists project management team with resolving issues found during construction.Facilitates and ensures effective communication amongst functional teams, and between top management team and individual project managers.Monitors and adjusts internal processes that further promote efficient project execution.Ensures that quality assurance, risk management, regulation compliance, and permitting is properly executed, utilizing the Project Management Institute (PMI) business model.Meets goals in project efficiency and management, software knowledge (eBuilder/Power BI).Serves as primary contact to all Precincts, HCFCD, CSD, funding partners, and HCED Permits, as well as any additional agencies, to address project issues.Provides technical support to Project Managers and Team Leads in the review of plans, estimates and specifications.Provides technical expertise and guidance in solving design and construction issues that arise in projects.Participates and/or makes presentations to Senior Management or the public, as needed for project updates.Minimum Qualifications:Education:Bachelor's degree in civil engineering, Engineering Technology, Construction Science or Construction Management from an accredited university.Experience:A minimum of fifteen (15) years of professional experience in the management of multi-disciplined projects in architecture, engineering, or construction fields.Eight (8) or more years of related experience with drainage and/or road & bridge projects.Two (2) or more years of experience managing project delivery for Harris County Engineering Department Road and Bridge or Drainage Infrastructure projects.Knowledge, Skill & Abilities (KSAs):Experience managing projects in design and construction required.Strong written and verbal communications skills.Excellent organizational skills.Ability to coordinate efforts with consultants, contractors, and internal resources.Demonstrated experience in the administration of finances as associated with project management.Able to read and comprehend construction plans, estimates, surveys, and specifications.Must be able to lead negotiations with consultants, contractors, other agencies, and stakeholders.Excellent interpersonal and conflict resolution skills.Exercise flexibility in accommodating shifting priorities, demands, and schedules.Able to deal tactfully with a diverse group of people in a professional manner.Strong Microsoft Outlook, Excel, Word, PowerPoint skills.Licensure:Registered Professional Engineer in Texas.Must have a Texas Driving License and be able to drive a county or personal vehicle to various job sites as needed.Position Type and Typical Hours of Work:Full-Time | Regular | 40 hours per week. Hybrid schedule: Three days in the office and two days working from home.Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.Salary:

Commensurate with experience, based on 26 pay periods.Physical Demands and Environmental Exposure:Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required.
