UnderthesupervisionoftheCityManager,theCommunityDevelopmentDirectorisanexemptpositionunder FLSA. The responsibilities of this position are to develop, implement, and coordinate development strategies and programsfortheCityofJunction City.Leadershipandpresentationskills,aswellastheabilitytoworkwellwithdiverse organizations within the community are required. The responsibilities include oversight of the activities of the department, performing technical and professional work related to planning, community development, housing, publicparticipationprograms,grantwritingandadministration,projectadministration,developmentservices,and various boards, including as secretary to the Planning Commission. This position serves as a member of the city management team to ensure overall effective integration of community development activities with other city functions.Directs activity within the separate functions of the department, including Planning, Development Services, Building & Codes, Special Projects, and Boards.Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the City’s mission in the Comprehensive and Strategic plans and Commission priorities, including long-range planning, and recommending goals for community development and redevelopment programs.Knowledgeable in community development principles and issues, the laws and regulations governing city planning, and the availability of local, state, and federal financial assistance programs.Performs planning activities including the implementation of the City’s Comprehensive Plan, zoning and subdivision regulations, land use amendments and map changes, long-range planning, redevelopment projects, economic development, grants, and other projects.Plans and implements strategies to encourage the development of housing consistent with the image and direction of the community.Administers, maintains, and develops the City’s Development Services function, including permitting, inspections, code compliance, GIS, and floodplain in coordination with relevant staff.Develops and recommends actions on various planning and zoning issues including but not limited to variances, special use permits, zone changes, comprehensive plan amendments and other planning related issues.Serves as floodplain Manager, including oversite over ongoing floodplain maintenance.Plans and implements strategies to encourage the strengthening of strategic partners.Ability to communicate and work effectively with regional, state, federal and local officials, civic and grassroots organizations, representatives from business and individuals from a variety of backgrounds.Direct program services that benefit the community; analyze policy issues and recommendations.Ability to handle multiple projects/assignments concurrently and be very results oriented.Ability to problem solve and manage complex issues with grace and professionalism as a daily function.Develops and maintains relationships with key personnel in the Kansas Department of Commerce and Kansas Housing Resources Corporation, Junction City Area Chamber of Commerce, neighboring communities, action groups, and community leaders.Development, oversight, and participation in strategic projects.Highly motivated and works well independently and in a team environment.Regular and satisfactory attendance and punctuality is required.Works cooperatively with other City departments and the public.Establishes and maintains a community profile and a real estate inventory.
