Annual Bonus The Director of Community Development leads the strategic implementation of Special Service Area (SSA) programs and Neighborhood Business Development Center (NBDC) grants while fostering relationships with business owners, elected officials, and community stakeholders. This role ensures alignment between the Chamber’s mission and its impact on economic growth, public art, and neighborhood development. Key Responsibilities: SSA General Duties and Responsibilities Administer the Special Service Agreement between the City of Chicago and the West Town Chicago Chamber of Commerce. Execute the annual work plan, including project management for SSA-funded initiatives. Draft and monitor SSA Work Plan and Budget, and its revisions, if any with the Executive Director. Prepare RFPs, manage vendors, and ensure contract compliance. Monitor vendor performance and approve invoices for payment. Produce program and financial performance reports. Maintain internal documentation records ensuring accessibility. Promote and market the SSA Programs to the community. Manage the rebate and grant programs including application production and management, review process, and payment coordination. Serve as a liaison between businesses, City of Chicago departments, and elected officials. Manage permits for streetscape elements such as banners and public installations. Coordinate and lead SSA Commission and Committee meetings, including preparing materials, reports, agendas, and minutes, and recruiting and overseeing committee members. Collaborate with the Executive Director to develop and execute planning initiatives. WTCC General Duties and Responsibilities Oversee Membership Programming: Collaborate with Partnerships Manager to onboard new members, engage potential members through outreach, and assist in maintaining accurate records in the CRM system. Manage the Neighborhood Business Development Center (NBDC) grant: Collect, manage, and report data for grant deliverables. Maintain chamber websites with member, program, and event information. Collaborate with staff to produce printed marketing materials. Identify and pursue grant opportunities from public and private sources. Build and maintain relationships with neighborhood associations, businesses, city departments, developers, and elected officials. Advocate for member businesses with letters of support or opposition for legislation and zoning issues. Maintain a visible community presence to foster strong relationships with business owners. Qualifications Education and Experience: Bachelor’s degree in Urban Planning, Public Administration, Business Administration, or a related field; Master’s degree preferred. Minimum of 3-5 years of experience in community development, economic development, nonprofit management, or related fields. Experience with Special Service Areas (SSA), Neighborhood Business Development Center (NBDC) grants, or municipal grant programs strongly preferred. Proven track record in project management, budget oversight, and vendor coordination. Experience collaborating with community stakeholders, elected officials, and city agencies. Skills and Abilities: Strong leadership skills with the ability to manage multiple projects simultaneously. Excellent communication skills, both written and verbal, with the ability to engage diverse audiences. Proficient in Microsoft Office Suite, Google Workspace, and CRM Software (ChamberMaster/Growth Zone). Demonstrated ability to develop and implement strategic plans and budgets. Exceptional organizational skills with attention to detail and deadline management. Ability to facilitate meetings, prepare reports, and present data effectively. Strong relationship-building skills with a customer-service mindset. Preferred Qualifications: Knowledge of the West Town community and its business environment. Experience producing marketing materials and managing websites. Grant writing and fundraising experience. Familiarity with city permits, zoning regulations, and public art initiatives.
