Under the general direction and supervision of the Fire Chief or designee, the

Captain

is responsible for responding to all fire and emergency medical services related issues for the Emergency Services Areas. The Captain supervises personnel and station activities on an assigned 24-hour shift for multiple station locations. The Captain performs and supervises emergency procedures to preserve and maintain life and property. The Captain must lead and train emergency responders, have knowledge in technical firefighting, chemistry, hazardous materials, policies, standard operating guidelines, incident command system; the ability to size up an emergency scene and develop a course of action; radio procedures; possess good oral and written skills; ability to prepare accurate reports and records; and have the ability to operate fire and medical vehicles and apparatus.

Residency:

The Captain must reside within at least a 20-minute response time by roadway to the nearest department fire station.Education:

High School Diploma or GED.Work Experience:

Four (4) years of full-time structural firefighting experience, one (1) of which must be as an Engineer.Certifications and Licensing:

IFSAC or State of Alaska Fire Officer 1 or obtain within 18 months of appointmentThe highest level of EMS certification (EMT or Paramedic) required by the Fire Service Area and approved by the Physician Sponsor. This minimum level must be maintained as a condition of employment.A valid, unrestricted Alaska driver’s licenseAlaska Fire Investigator Technician (or obtain within 12 months of appointment)Incident Command 100, 200, 700, 800Incident Command 300, 400 (or obtain within 18 months of appointment)State of Alaska EMT III/AEMT or ParamedicPreferred Knowledge, Skills and Qualifications:

College degree in Fire or EMS-related scienceIFSAC or State of Alaska Fire Officer 2Coordinates with the Deputy Chief or Chief for activities of 56-hour employees and volunteers on an assigned shift or assigned activity.Responsible for stations, apparatus, equipment, routine maintenance, and prepares written reports to request needed repairs and/or replacements as needed.Directs fire and emergency services scene operations, unless relieved by a higher authority.Recalls personnel (full-time and volunteers) and equipment as necessary.May invoke, or respond to, mutual and auto-aid requests.Reports to the Deputy Chief or Chief for training, safety, and fire prevention matters dealing with their respective functional areas per the chain of command.Responsible for the preparation of employee performance evaluations and employee discussion records for employees under their direct supervision.Responsible for the timely input, compilation, and accuracy of related NFIRS and EMS records and reports.Prepares, delivers, and assists with departmental training, and directly supervises and monitors training of members under their supervision.Performs and delivers fire safety education and injury prevention programs, conducts pre-fire plans, and inspections as assigned.Assists the management team in the development of policies and standard operating guidelines. Assists with other assigned functions of the management team.May be required to operate emergency fire apparatus, and ambulances as needed.Performs emergency medical skills as defined by the State of Alaska and departmental Standard Operating Guidelines.

Certification levels shall be maintained as a condition of employment.Represents the department at community events, governmental functions, and with other agencies as assigned.Capt. assumes authority as the senior supervisor on the Shift in the absence of the Deputy Chief or ChiefFills in for Deputy Chief or Chief as assigned.Accepts and completes special assignments.

Additional Functions:

The Captain acts as a first level supervisor for the department, and supports all established policies, guidelines, and administrative directives while exercising fiscal responsibility in all of their actions.If qualified to receive incentive pay, maintains required certifications and attends required training.Hires replacement personnel for shift assignments per departmental policy.Other duties as assigned.While performing the duties of this job, the employee is frequently required to stand; walk, use hands to feel or handle objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell. The employee is occasionally required to sit. The employee must frequently transport up to 50 pounds, and occasionally transport over 100 pounds.
