Position Description & Overview

Black Bear Technology Solutions, LLC, (B2TS) currently has an opening for a Facility Security Officer (FSO) to work in our Alexandria, VA office. This is an exciting opportunity to join a rapidly growing small business and to use your diverse experience and knowledge to help B2TS provide world-class support to our clients and their mission critical needs.This position requires expertise in all disciplines of Industrial Security. You will be required to interface with all levels of company and government management, as well as employees and subcontractors, to cultivate and maintain optimal contract performance.This position provides security oversight and guidance relative to 32 CFR 117, National Industrial Security Program, program security guides, and other directives. This position will report directly to the B2TS Director of Industrial Security / Corporate Facility Security Officer (FSO) in maintaining the Black Bear Technology Solutions Industrial Security Program as required by the Defense Security Counterintelligence Agency (DCSA) and in support of the National Industrial Security Program (NISP).In addition to expertise in all disciplines of Industrial Security, the successful candidate will possess extensive demonstrated business, financial, and management knowledge, skills, and abilities to ensure maximum effectiveness.A confident, take-charge demeanor is crucial. You must be able to make critical security decisions for dynamic, high-value programs and initiatives, both with government clients and internal B2TS projects. Be able to drive constructive change within the organization – bring your best practices to bear and engage / foster process improvement initiatives. Must possess strong interpersonal skills and the ability to effectively communicate with individuals and teams, verbally and in writing. Prior experience as an FSO or AFSO in a dynamic environment is required.Essential Functions, Responsibilities, & Duties May Include, But Are Not Limited To

As the Director of Industrial Security / Corporate Facility Security Officer develops, implements, and maintains the Black Bear Technology Solutions Industrial Security Program and ensures company and client security requirements are met.Process new employees for any/all security clearance actions to include required continuous vetting.Tracks security clearance investigations and performs administrative support functions, including DISS (and soon to be the NBIS) databases and Electronic Questionnaires for Investigations Processing (e-QIP) administration.Assists in the preparation and communication with personnel requiring Fingerprint services.Provide security briefings, debriefings, and awareness training for all required personnel.Processes all Visit Access Requests (VARS), both hard copy and electronic (DISS).Review required forms and processes and screen any contract security documents, including the SF85, SF85P, and SF86 forms.Prepares facility clearance security reviews, audits, and inspections. Assists in managing the company’s completion and retention of personnel security clearance records and files.Conduct self-inspections and participate in the review(s) of all current security processes to ensure compliance.Coordinates the closeout for all classified projects.Conduct all department activities to meet industrial security requirements and objectives.Perform other/additional duties as assigned but without interference with the duties and responsibilities of the FSO position.Required Experience, Knowledge, Skills & Abilities

Current in-scope DoD TS ClearanceDCSA FSO training and certification for Non-possessing facilitiesMinimum of two years of FSO/AFSO experience – References requiredAbility to work independently while managing competing workloads and demandsExperience using the Defense Information System for Security (DISS), NISS, e-QIPIn-depth knowledge of the National Industrial Security Program Operating Manual (NISPOM), 32 CFR 117Excellent interpersonal and organizational skills, with the ability to effectively communicate both verbally and in writingStrong Adobe Acrobat Pro and MS Office Suite experience: Outlook, Word, Excel, & PowerPointAbility to move within the office to access file cabinets, office machinery, etc.Acute ability to multi-task in a fast-paced environment with great attention to detailObjective:BS/BA degree, or higher, in a related field (e.g., Criminal Justice/Criminal Law, Homeland Security, Business Administration) preferred. Equivalent work experience in a related career or Military Occupational Specialty may be considered instead of a degree.Industrial Security Professional (ISP) certificationThorough working knowledge of the NISPOM, other relevant DoD security guidance, DCSA guidance, and Intelligence Community Directives (ICDs)Strong working knowledge of SIMS, DISS, NISS, ACCS, SWFT and E-QipExperience in the end-to-end tasks of clearance processing to facilitate employee interaction/experience with the SSC and engaging with new hires to ensure the timely completion of required tasksExperience in conducting security indoctrinations and orientations for newly hired staffExperience conducting security incident inquiries and writing investigation reports for use internally within the company as well as for distribution to outside entities as necessaryAbility to manage multiple simultaneous projects, organize and prioritize under pressureCommitment to Security – create and deliver high-quality, high-value efforts for our clientsInteract with corporate leadership and program management teams on insider risk management activitiesExperience with Technology Control Plans (TCPs)Experience with proposal development and contract closeout processesStrong working knowledge of federal contracts and contracting processesWork Location and Travel
