Primary Purpose
The E-911 GIS Technician is responsible for duties associated with the quality control function of databases that are used for E-911 and public safety. This position assists with manipulating the data used for location identification within the E-911 system. This position will require the use of GIS as the primary tool for data creation, comparison and maintenance. This position assists with performing analytics on the E911 data to ensure its accuracy and completeness. This position will use GIS as a principle method to work with and communicate with other departments and agencies regarding E-911 and public safety. This position will support the information vital to E-911 emergency dispatching, call taking, E-911 location identification, and all other public safety functions. This position requires effective communication with the vested public of St. Johns County.
Education and Qualification Requirement
Minimum: High School Diploma or Equivalency
Proficient with Microsoft Office and Excel
Proficient with ESRI using ArcGIS software
Basic understanding of the concepts behind data management in a relational database
Type 25 WPM accurately
Valid Florida Driver’s License
Duties
Create, maintain and update stand alone and GIS databases specific to the E911 system
Generate reports and data deliverables in multiple formats using the advanced concepts of data analysis using ArcGIS mapping software to include ArcMap, ArcGIS Pro, Python scripting and ArcGIS Online
Perform data comparison tasks within multiple related databases within GIS
Create and maintain the street and address information for third party software applications with the Sheriff Office
Create, update and edit GIS data as needed
Build and maintain standards of operations for frequent duties performed
Perform quality control on all E911 databases and data for accuracy and completeness
Identify methods to promote information sharing for E911 GIS data and E911 databases
Create and manage automated processes for data manipulation
Produce electronic mapping products using GIS and paper maps as needed
Geographically convert and maintain information from multiple sources using GIS
Utilize GIS as a tool to research and correct discrepancies with the data in the 911 system
Resolve address and street name problems with other departments and residents
Maintain and update internal department databases with additions, changes, deletions and makes notifications of necessary information to applicable parties
Performs field verification activities or follow up to problems identified in the field as needed
Assemble, organize, and summarize requested information for support staff as needed
Type reports, correspondence, forms and other documents
File and retrieve documentation, reports, and files as needed
Follow SJSO Policy and Procedures
Follow a documented quality assurance program
Utilize computers/applicable software/office equipment/printers/scanners/GPS
Job Controls and Complexities
Report directly to supervisor
Adhere to laws/agency policy/rules/ regulations/SOP/ procedures
Maintain confidentiality/security of files and information obtained in the course of employment
Process/compile/disseminate record/public record information as directed by approving authority in accordance with lawful requirements
Provide assistance to citizens, visitors, employees and other public and private entities in an effort to meet their needs and build positive community relationships/resolve complaints/address conflicts
Maintain continuity and operational efficiency by accurate and timely dissemination of information to Staff and co-workers
Adhere to leave, overtime and attendance policies/procedures (i.e. arrive promptly, regular attendance at work, notification to supervisor regarding absence from work due to illness or untimely incidents, etc.)
