Summary:
JCS is looking for an experienced Sr. IT Program Manager to oversee and lead a large enterprise cybersecurity IDIQ providing Risk Management Framework (RMF) services for a US government client’s 150+ enterprise IT systems. In this role, the ideal candidate must possess the capability to manage multitask contracts and/or subcontracts of various types and complexity expertise in the management and control of funds and resources. The ideal candidate must have demonstrated information technology expertise and communications skills to be able to interface with all levels of management and provide strategic guidance to RMF teams and project managers in ways that promote the client’s cybersecurity assessment projects. In this capacity, the ideal candidate will oversee a portfolio of RMF projects.
What you will do:
The specific duties include but are not necessarily limited to the following:Manage the IDIQ and associated Task Orders (TO).Act as the primary interface and point of contact with Government program authorities and representatives on technical and contract administration issues.Manage contract support operations involving personnel at diverse locations.Organize, direct, and coordinate planning and production of all contract support activities.Establish and alter (as necessary) management structure to effectively direct contract support activities.Assign, schedule, and review work of subordinates.Ensure conformance to IDIQ and TO specifications and contract provisions.Interpret policies, purposes, and goals of the organization for subordinates.Capable of negotiating and making binding decisions for the company.Supervise program operations by developing management procedures, planning and directing program execution, monitoring and reporting progress.Manage and control financial and administrative aspects of the program with respect to contract requirements.Excellent communication and collaboration skills are a must.
To be successful, you should have:Must be a U.S. CitizenMust have an active Top-Secret clearance with the ability to attain TS/SCIBachelor's degree or higher in Computer Science, Cyber Security, Information Technology, Software Engineering, Information Systems, Computer Engineering, or other related discipline and a minimum of 5 years of experience.CCISO or CISM or CISSP or GSLCPMP or PgMPSubject Matter Expert (SME) knowledge of risk management processes (e.g., methods for assessing and mitigating risk), national and international laws, regulations, policies, and ethics as they relate to cybersecurity, cybersecurity principles, cyber threats and vulnerabilities, computer networking concepts and protocols, and network security methodologies, and specific operational impacts of cybersecurity lapses.RMF experience with Operational Technology including Platform IT (Shipboard/Aircraft IT systems)
