Click on any of the title(s) for details.This position is a temporary part-time position to support the County Comprehensive Plan update.The position is focused on community engagement and planning in Hampton County, South Carolina. Hampton County is a part of the Lowcountry and is located near Charleston, SC, Hilton Head, SC, and Savannah GA. Hampton County is embarking upon creating its ten-year Comprehensive Plan which will address housing, economic development, resiliency, future growth, and capital investments.The Comprehensive Plan will require a robust community engagement component. Hampton County has selected Symbioscity as its consultant to deliver the next County Comprehensive Plan. This position will primarily support the Comprehensive Plan process by providing research, data collection, data analysis, writing, meeting facilitation, creating surveys, collecting surveys, collecting public comments, and other tasks to support the Comprehensive Plan and community engagement in the process.The position will provide additional day-to-day support in the Building & Planning Department by assisting with Planning Commission agendas & meetings, plat reviews, administration of the County Land Development Ordinance, subdivision requests, rezonings, variances, and other permit-related tasks. The position will work under the supervision of the Deputy Administrator of Community Services.MAJOR DUTIES:

Reviews proposed plans for compliance with zoning ordinances, subdivision regulations, and building codes.Provides staffing support, attends meetings, and provides technical assistance to the Planning Commission and the County Council.Conducts research, analyzes findings, and summarizes possible effects of proposed policy initiatives.Assists with development and updating of the county’s Comprehensive Plan and related amendments to the Land Development Ordinance.Acts as County liaison to the Planning Commission and keeps track of appointments, terms, officers, records of meetings, and applicable state law regarding record retention.Assists with the process for special use permits, variance applications, and appeals; prepares legal notices, prepares staff reports, submits agenda materials, and makes recommendations to the Planning Commission and County Council as appropriate.Provides information to the public regarding department activities; explains processes involved for zoning, building, and subdivision issues; interprets zoning regulations as requested.Performs other related duties as assigned.KNOWLEDGE REQUIRED:

Core principles and practices of planning, zoning, land use, and inspection.Administration of a county zoning ordinance and land use regulations.Understanding of relevant state and federal laws and regulations.Knowledge of the functionality of geographic information systems (GIS) and applications.Skill in performing planning functions.Skill in preparing staff reports and presenting public presentations.Skill in the use of a personal computer and word processing, spreadsheet, geographic information system, and database software packages.Skill in planning and prioritizing work.Skill in collecting and analyzing data applicable to planning projects.Skill in reading and interpreting maps, construction drawings, and site plans.Skill in the use of office equipment such as a calculator, copier, scanner, smartphone, office telephone, and standard audiovisual equipment.Skill in public and interpersonal relations.Skill in oral and written communications.MINIMUM QUALIFICATIONS:

Be a citizen, national, or lawful permanent resident of the United StatesMinimum of a 2-year AA degree from an accredited college or universityAbility to work in a professional settingStrong communication and teamwork skillsPREFERRED QUALIFICATIONS:

A degree in a related field, such as environmental sciences/studies, urban planning, public policy, etc., or enrolled and working toward such a degreeOne year of relevant experience including volunteer, internship, or work experience supporting project-related tasksPast service experience (e.g., volunteering, community service, etc.)Experience with, or training in, outreach, facilitation, and/or educationExperience with project implementationComfort with quantitative work, including data collection and analysisHOW TO APPLY:
