The City of Ontario Human Resources / Risk Management Agency is looking for an experienced Retired Annuitant with extensive Benefits Administration experience. The Benefits Program Coordinator will administer complex health insurance and pension programs, leave administration, voluntary benefits, and employee health and wellness programs. They will oversee the organizing and planning of annual open enrollment and benefit/health fair; , recommend, implement and monitor efforts to maximize the use of benefit, health and wellness programs and offerings; monitor program costs and make recommendations regarding plan design and appropriate cost containment. They will oversee and monitor the service performance of third-party administrators; evaluate, plan, consult, and recommend systems that guide the navigation of complex matters related to Public Employee Retirement Law (PERL).

An ideal candidate will have comprehensive experience in administering CalPERS retirement, 457(b) and 401(a) plans, as well as administering and managing complex employee benefit programs and voluntary benefits. A successful candidate will possess the ability to build relationships and trust with the team and throughout the organization; possess the ability to coach, develop, and manage subordinates while moving the team swiftly towards achievement and precision execution. Basic guidelines include, but are not limited to:The appointment is a temporary position of a limited duration.The total hours worked in a fiscal year will not exceed 960 hours.The compensation paid is limited to the hourly rate and no other benefits will be provided.The appointee shall only perform work of limited duration upon the completion of which the appointment shall be terminated. The work will consist of special projects and extra work that cannot be performed by the current workforce.Completed applications will be reviewed and only qualified applicants whose qualifications best meet or exceed the requirements of the position and needs of the City, will be invited to participate further in the selection process.

Qualification Guidelines

Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:

EDUCATIONA bachelor's degree or equivalent from an accredited college or university in human resources, organizational development, public administration or related field.

EXPERIENCEFive years of increasingly responsible professional experience in a variety of areas related to human resources administration, including at least two years in a lead or supervisory capacity.

DESIRABLEMaster's degree from an accredited college or university in human resources, organizational development, public administration or related field. Previous experience administering CalPERS Retirement and benefit programs IPMA-HR and/or SHRM Certification(s). Substantial experience working with labor unions. Public sector experienceLICENSEIndividuals must be physically capable of operating a motor vehicle safely and possess a valid, Class C California Driver's License Valid Class C California driver's license, OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations in the City which may or may not be reachable by public transportation.
