The Human Resources / Risk Management Agency is seeking to establish an eligibility list for potential future vacancies within the Human Resources Analyst classification.

Performs a wide variety of professional level responsibilities for any combination of assigned human resources / risk management programs and services.Meets with agency and departmental representatives to review human resources / risk management needs and concerns; discusses staffing requirements, employee development goals, workers compensation claims, safety programs and commercial insurance coverage.Conducts classification studies of individual positions or limited classification series, and assists in highly complex classification studies involving multiple classifications, departments and sensitive personnel issues; conducts job analyses; prepares or updates class specifications; develops recommendations regarding new classifications, salary levels, and Fair Labor Standard Act designation; assists with the implementation of recommendations and maintenance of classifications records, databases and salary schedules.Conducts compensation and benefit surveys; analyzes and presents survey data; makes recommendations regarding compensation adjustments; assists with preparing salary resolutions and related documents.Conducts recruitments and administers selection processes; develops innovative marketing and recruitment plans, including for hard-to-fill positions; analyzes job requirements and develops screening and testing methodologies.Administers HRIS systems; writes queries and prepares reports; analyzes current processes and recommends improvements; works with information technology staff to implement new and revised procedures of limited scope.Assists in developing human resources / risk management policies and procedures; assists in the preparation of memoranda of understanding and compensation and benefits profiles; interprets and explains policies and procedures to applicants, employees, managers, supervisors and designated personnel.Conducts investigations of grievances, discrimination complaints, allegations of misconduct and performance issues; makes recommendations for appropriate action; prepares required documentation and responses.Researches issues, prepares statistics, and provides analysis and recommendations related to equal employment opportunity, air quality compliance, labor relations, strategic initiatives, workers compensation, general liability claims, and other human resources / risk management programs.Coordinates Citywide training programs with consultants and/or in-house instructors; conducts training of city staff on human resources / risk management related topics; tracks training programs and activities.Performs professional-level support and analysis in coordinating and performing functions of the City's Risk Management programs including but not limited to workers' compensation, claims management, certificate of insurance review, insurance and risk assessment, loss prevention, safety programs, department of transportation (DOT), employer pull notice (EPN) program, and related work as necessary.Researches and assesses claims related to the City's third-party administrator including tracking and recommending alternative solutions to claims.Conducts and assesses safety inspections, investigations and provides recommendations including following Occupational Safety and Health Act (OSHA) regulation requirements.Analyzes and process requests for leaves of absence, reasonable accommodation and disability retirement; conducts interactive process meetings; and coordinates and resolves complex issues regarding extended leaves and the integration of accrue leave, disability programs and workers compensation benefits.Assists in the administration of employee benefits programs, including medical, dental, life, vision, flexible spending accounts, deferred compensation and disability insurance plans, and CalPERS retirement plans; assists with annual open enrollment for benefits; assists with the implementation of health and wellness programs.Ensures new hire forms and personnel transaction forms are processed and filed as needed.Performs related duties as assigned.
Qualification Guidelines
Education
Bachelor's degree or equivalent from an accredited college or university in Human Resources Management, Organizational Development, Public Administration, Business Administration, or a related field.
Experience
Three years of professional or technical experience in human resources, employee benefits, risk management, or a closely related field.
License
Individuals must be physically capable of operating a motor vehicle safely and possess a valid Class C California Driver's License OR be able to demonstrate the ability to travel to scheduled or unscheduled visits to various locations in the City which may or may not be reachable by public transportation. This requirement applies at time of appointment and throughout employment in this classification.
