Scope of Role
Performs complex professional, technical, administrative, and managerial work planning, of Systems and Plants divisions of Public Utilities including organizing and directing the operations, maintenance, and laboratory analysis of water and wastewater treatment plants and associated systems.
Oversees twenty-four hour operations of plants to treat and provide potable water and to treat and dispose of wastewater and single shift of the sewer collection/water distribution systems operations in an environmentally safe manner. Work is performed in accordance with state and federal laws and regulations. Work involves planning and assigning work to subordinates, inspecting the operations of the divisions through observation and analysis of laboratory results, insuring proper preventive maintenance and repairs, overseeing the operations of state-certified laboratories, the maintenance of pumping stations and repair of water and sewer lines, I&I, hydrants, meter and valves, electrical, mechanical and plumbing maintenance of sewer lift stations, taps, water pumping stations and elevated storage tanks. Work also involves researching and recommending long and short range capital facilities and equipment construction and renovation, establishing and maintaining records and reports necessary for full compliance with all regulations and for effective management decision-making, requesting necessary resources in the annual budget, and motivating, coaching, and insuring effective productivity of division personnel. Work involves participation in contract management for system upgrades and extensions and provides input into the work of engineers. The employee is subject to the hazards associated with working around raw wastewater, treatment machinery, all aspects of systems maintenance and installation including hazards of noise, vibration, proximity to moving mechanical parts, electrical current, exposure to chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and may be required to enter crawl spaces, sewage and water line pipes, and other hazards and use protective breathing equipment. The employee may also be subject to the final OSHA standards on blood borne pathogens in coming in contact with raw wastewater. Work is performed under general supervision but will be involved with leading the divisions as to matters of policy, budget, long range plans, personnel matters, and work priorities. Work is evaluated through conferences and reports for productivity, and compliance with required laws and regulations.
Essential Duties
Plans, organizes and directs the work of subordinates engaged in operations, process control, laboratory analysis, and preventive maintenance and repair of systems, plant equipment and facilities and related pumping stations; ensures plants meet permitted levels and maintain necessary permits.Participates with management in planning for current and future capacity needs and plant modifications for increased efficiency or regulatory compliance.Researches and recommends strategies for meeting new regulatory requirements; assists with planning and implementation of sludge disposal program.Establishes, maintains, and analyzes a variety of reports as required and as needed for effective management decision-making.Oversee laboratory operations; reviews reports and records for accuracy and to review operations; supervises contracted or participates in analysis of more complex properties.Plans and requests necessary resources for systems and plant operations as part of annual budget process; administers approved departmental budget.Oversee preventive maintenance and repair programs for plant equipment and facilities; approves contracted repairs.Motivates, coaches, and reviews the performance of subordinate supervisors; ensures proper training and certification of assigned personnel; recommends and participates in disciplinary actions; conducts the hiring process; ensures proper safety training and precautions.Prepares operating budget request and assists with capital budget requests; purchases supplies and equipment.Works with customers on requests, concerns and complaints.Oversees bio-solids disposal programs, industrial pre-treatment programs, and other specialized programs.Participates in developing and reviewing design and project management of construction of new plants and facilities such as pumping stations, intake facilities, digesters, holding ponds, storage tanks, water mains, fire hydrants etc.; coordinates with general contractor; may approve grant draw downs and/or contractor payment; insures design and construction meet the needs of the organization, integrate into existing systems accurately, and meet regulatory requirements; solves problems necessary to maintain operations when equipment is down for construction purposes.May serves as Operator in Responsible Charge of a grade IV wastewater plant or grade A water purification plant.
Qualifications
Required:
Graduation from an accredited college or university with a degree in chemistry, biology, environmental science or related field and considerable systems or water/wastewater treatment experience, including considerable supervisory experience; or an equivalent combination of education and experience.Special Requirements
Possession of a valid North Carolina driver's license.May require certification at level IV by the State of North Carolina for wastewater treatment and/or level A for surface water treatment.May also require physical/chemical certification.Physical Requirements
Must be able to perform the basic life functions of climbing, balancing, stooping, crouching, reaching, walking, grasping, talking, and hearing.Must be able to perform heavy work exerting up to 20 pounds of force occasionally; and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.Must possess visual acuity necessary to inspect schematic drawings, prepare and analyze figures and data, perform extensive reading, and operate a computer terminal.
