This is a non-permanent Acting Area Administrator position within the Licensing Division Assessment Program, which has a limited duration and is expected to last from date of hire through 07/31/2025.

The Opportunity:

This position reports to the Interim Licensing Division Statewide Foster Care Senior Administrator and is responsible for the management and administration of the Foster and Kinship Licensing programs and delivery of services in Region 1. This position ensures effective implementation of licensing and home study programs under law and policy including the development of professional social service staff who identify and maintain consistency with the DCYF vision, mission, and values. This position maintains and implements DCYF initiatives and action plans.Under the direction of the Assistant Secretary for the Licensing Division, the Region 1 Area Administrator serves 13 counties. The position provides primary and secondary supervision for approximately 27 positions. This position is located in Spokane and provides oversight for all foster care licensing staff within Region 1. The position is responsible for the oversight of LD/ Foster and Kinship Licensing programs, which includes completing home studies for all licensed and unlicensed caregivers in the region.

Some of what you will get to do:

Manages, directs, coordinates and supervises the delivery of general and kinship foster home licensure, permanency assessments and disclosure services.Leads supervisors, Social Services Specialists and other administrative staff in accomplishing the purpose of DCYF, which is to keep children and adolescents safe, safely reduce the number of children in need of out-of-home care and strengthen and preserve family connections and their community ties so they can achieve safety, permanence, and wellbeing.Establishes and enforces performance measures at all levels to ensure Social Service Specialists, supervisors and staff meet all provider management directives and work activities as required by law, policy, and other mandates.Implements strong quality assurance and continuous quality improvement practices and plans designed to drive outcomes in areas indicated by provider review outcomes.Engages in feedback as recommended in internal and federal audits and provides problem analysis and recommendations for actions to regional and statewide leadership. Participates in program reviews of outcome measures.Develops and implements structures for continuous monitoring of progress in meeting federal, state and regional licensing division outcomes targets, and makes organizational, procedural, resource, supervisory training changes as necessary to meet identified outcomes in Region 1.Responds promptly to caregiver and community concerns regarding child safety and provider management. Takes steps to resolve issues and improve child safety, provider management, staff skills and/or office procedures as necessary.Ensures ongoing and annual evaluation of performance of individuals and service units to ensure units and individuals are performing at expected levels.Required Qualification:

Nine (9) years of professional experience in planning, administering, developing, or delivery of social and/or child welfare service programs.ORA Bachelor’s Degree in Social Work, a health or social science, public administration or a related field AND seven (7) years of professional experience in planning, administering, developing, or delivery of social and/or child welfare service programs.ORA Master’s Degree in Social Work, a health or social science, public administration, or a related field; or a Juris Doctorate and five (5) years of professional experience in planning, administering, developing, or delivery of public child welfare, social, financial, health, or chemical dependency treatment service programs.ANDTwo (2) years of paid social service experience assessing risk and safety to children and providing direct family-centered practice services for strengthening and preserving family units.Two (2) years of experience supervising professional staff in social service delivery.In addition to those required qualifications, our ideal applicant will also have some or all of the following knowledge of:

Understand and work effectively within cultural and diverse populations.Build and maintain collaborative working relationships with law enforcement, courts, providers, community stakeholders, and internal/external statewide professionals.Evaluate, compile, and organize data into reports and direct/evaluate the work of others.Understand, conceptualize, structure, and administer quality review programs.Assess and understand program and social/behavioral complexities and build to create safe/permanent plans that meet goals and outcomes.Represent the agency with external sources, including media, community groups, providers, etc. and possess skills in public speaking, mediation, negotiation, and planning.Supplemental Information:
