The Logistics Analyst will report to the Logistics Lead and is responsible for analysis of all material and material conditions for ships assigned. The Analyst maintains a database for feedback and analysis of systems and processes in support of availability planning and execution programs and processes. This may include ILS planning, Technical Manual and ILS provisioning and any other duties as assigned by the Logistics Lead. This includes Long Lead Time Material (LLTM) and Future Use Material (FUM).

Support APM in investigating program portfolio ILS needs to develop FY milestones and feed cost estimate for ILS support needs.

Identify ILS support needs for assigned programs and assist APM in prioritization of ILS support and capturing operational impacts as necessary

Review, develop, and update the following documents: Life Cycle Sustainment Plans (LCSP), User's Logistics Support Summary (ULSS), Life-Cycle Cost Estimates (LCCE), Logistics Requirements Funding Summaries (LRFS), Independent Logistics Assessment (ILA), ILS Certifications, Engineering Change Orders (ECO), and other milestone-required documentation.

Provide Logistics support for the following meetings: Support Staff meetings, Supply Posture Predictability Report (SPPR) and other NAVSUP meetings, Troubled Systems Process (TSP) meetings, Technical Review Boards, Configuration Control Boards (CCB), program engineering meetings, Integrated Product Team (IPT), working groups, training events, Fleet Support Teams (FST), program reviews, System Engineering Technical Reviews (SETR), and System Readiness Reviews (SRRs).

Identify High Supply Risk, High Impact Supply Issues, and Opportunities to improve supply; Assist in creating Mitigation Plans and improvement plans and support discussion with Depot, OEM, ISEA and NAVSUP to improve repair capability.

Report program performance metrics and brief at Troubled Systems Process (TSP) meetings and provide program data in support of quarterly Reliability, Maintainability, and Availability (RMA) NSWC Corona Report Reviews

Develop, review, and revise ILS Checklist and Certifications for Ship Alterations (SHIPALTs), Engineering Changes (EC), and Software (SWD) changes

Assist in updating Engineering Change Requests (ECR) and Ship Change Documents (SCD) for various system updates and tech refresh

Maintain logistics information using NAVWAR Systems Command (SYSCOM) Acquisition Integrated Logistics Online Repository (SAILOR) to include uploading new information and deleting obsolete information as required.

Maintain the Model Based Product Support (MBPS) and/or its predecessors Configuration Data Managers Database-Open Architecture (CDMD-OA) and Technical Data Management Information System (TDMIS) database for all systems' configurations for program of record and project systems.

Query and create COP work files for installs and de-installation of platform systems, create ILS installation packages to support shipboard installations, create install Work file by end of install + 15 Days

Provide Logistics Information in support of Fleet Readiness Certification Board (FRCB)

Maintain logistics instructions, directives, and policies and support all logistics data calls to include OM&S data calls and 50/50 Data call

Provide input/Review Interactive Computer-Aided Provisioning System (ICAPS) compatible provisioning package for creation or update of system APLs

Coordinate with Echelon III to provide logistics related information to ILS products including ILS Technical Manual (TM) development, Quick Reference Guides, Preventative Maintenance

Develop, submit, and revise nomenclature requests/packages utilizing Joint Electronics Type Designation Automated System (JETDAS)

Develop required logistics input for briefs and other logistics documentation necessary to fully support program of record and project systems

Develop, review, or update program Business Case Analysis (BCA), Statement of Work (SOW), Contract Data Requirements List (CDRL).

Provide input/Review program Integrated Master Schedules (IMS) to reflect logistics related milestones.

Ability to work both independently and as an effective team member

Ability to adapt to a changing environment and meet expedited deadlines

High degree of analytical skills, adept at problem solving with a high attention to detail

High caliber oral, written, and briefing skills

Qualifications:

7 years of specialized logistics experience with the Navy or comparable Department of Defense agencies.

5 to 7 years of experience in direct logistics support to an Acquisition program office (PEO/PMW) or similar organization is highly desirable.

3 years of experience supporting the following task areas:

Installation support in Naval Information Warfare SYSCOM/PEO Integrated Data Environment & Repository (SPIDER)

Navy Modernization Process (NMP)

Ship Change Documents (SCD) development and tracking

Direct support for NAVWAR Programs of Record

DAWIA Certification in Logistics or Program Management is highly desirable.

Bachelor's degree is highly desirable

Active DoD Secret clearance with ability to obtain a TS/SCI
