Position Information:Under the general direction of the Associate Vice Chancellor of Human Resources, this position is responsible for managing all facets of talent acquisition and employee engagement strategic initiatives for UCR, which includes leading the talent acquisition team in the development and successful execution of talent acquisition, employee engagement and DEI programs and recruitments. Incumbent will be responsible for identifying, implementing and managing strategies for talent pipeline development and workforce planning, and employment branding. Serving under a Center of Excellence model, the incumbent, through subordinate supervisors and professional staff will serve to help equip and develop the talent acquisition function across the campus. The position plays a key role in identifying improvements to processes, policies and systems. The incumbent partners with human resources partners, organizational leaders, and hiring managers to develop effective and appropriate recruitment and selection plans in compliance with federal and state laws and regulations. The position has a strong customer service focus and ensures that talent management and employee engagement programs are tightly integrated with campus objectives pertaining to diversity and inclusion, in order to identify, select, promote and retain the best and most diverse, and inclusive workforce.

Requirements:Educational RequirementsBachelor's degree in related area and/or equivalent experience/training. Required
Experience Requirements
8 - 13 years of related experience. RequiredDemonstrated experience developing and executing programs that support diversity recruitment efforts. PreferredExperience writing and delivering guidelines, processes and procedures that support policy expectations. PreferredExperience operating a TA function in a decentralized complex organizational structure. PreferredPrevious supervisory/managerial experience. Preferred

Maintains a thorough understanding of the goals of the organization and ways in which this position can support those goals.Knowledge of applicable human resources policies and procedures, labor contracts and employment law, including the Americans With Disabilities Act and affirmative action / equal employment opportunity.Must be experienced in and support innovative recruitment and employment practices, workforce planning initiatives, change management, strategic planning and program evaluation.Must know organizational human resources policies and programs and budget / fiscal processes.Requires leadership and effective management skills.Effective written and verbal communication skills.
