Position Description

As a Senior Federal Human Capital Consultant, you will join a high performing team of consultants partnering with a range of Federal Agency and DoD customers to improve Human Resources (HR) program operations. You will apply your deep knowledge of Federal HR programs and operations to develop innovative solutions to improve the services these agencies provide to their customers. Additionally, you will help shape and execute our Human Capital consulting strategy, applying your knowledge and experience in business development to help identify and capture opportunities.

This is a hybrid role - Successful applicants will reside in the National Capital Area and be amenable to working from one of Serco's local offices with some regularity, but also may work remotely.Our consultants bring expert knowledge from working either within the federal government or in support of it through previous consulting work. Our consultants typically support more than one project at a time, providing variety in the work and security against any issues related to a single contract.In this role, you will leverage your extensive federal Human Capital expertise as part of our team to analyze customer programs, processes, workload, and operations and make recommendations for improvement. You will work closely with other Serco team members and government customers to identify challenges and develop solutions. In this role you will:Lead and support initiatives to analyze and improve human capital processesAnalyze workload and organizational structure using a variety of models and toolsConduct job task analysis and analysis of position descriptionsEvaluate hiring and retention programsSupport organizational design and strategic workforce planning effortsFacilitate working groups and meetings, managing dissenting opinions and driving towards outcomesAnalyze data from various sources to make improvement recommendationsFacilitate or assist with conducting customer workshops or focus groupsConstruct, administer, and analyze surveysQualifications

To be successful in this position, you will have:Ability to obtain and maintain DoD Secret clearanceBachelor’s DegreeMinimum of 10 years’ relevant experienceIn-depth understanding of Federal civilian hiring processes is essential, either as a generalist with experience across functional areas or as a specialist in a specific functional areaSuccessful experience briefing senior government officials - excellent oral and written communications skillsExperience as a consultant, assisting Federal agencies in managing and improving HR program performanceKnowledge of government contractingProject management or task lead experienceBusiness Development experience to include writing or supporting proposalsExperience working in fast paced environmentsExperience working in large groupsAble to travel up to 20%Even better with:Active DoD Secret clearanceMaster’s DegreeExperience working in or supporting HR across multiple federal agenciesPrior experience in a professional services/consulting organizationExperience in Strategic Workforce Planning or workforce analysisSHRM-SCP or SPHR certificationHR Program Assessments/EvaluationsPosition ClassificationJob Task AnalysisProcess improvementCompetency modeling
