The Associate General Counsel (AGC) will be responsible for assisting in the provision of legal services for the District with exposure to the wide range of legal issues presented in the Office of the General Counsel. This position functions as a generalist, providing services in a variety of subject areas, including but not limited to employment, immigration, contracts, student issues, open records, requests and subpoenas, privacy, and information security. The scope of practice may also include litigation management, policy development, civil rights, administrative agency complaint matters, institutional compliance, and handling other matters as determined by the General Counsel. The AGC will work under the direction of the Sr. Associate General Counsels and General Counsel.Essential Functions:60%: Provide legal advice and guidance on a broad range of issues, to include general business transactions, employment, student issues, contracts, public records laws, and privacy and information security.Identify and assess legal issues and risks, providing clear and constructive recommendations while ensuring compliance with local, state, federal laws and regulations.Negotiating, drafting, and reviewing contracts and agreements, including procurement and other general agreements, grants, hospital and clinical affiliations. Assist clients with process development, documents, and templates to optimize business approaches; perform legal research involving federal and state law, advise clients on strategy; draft and negotiate agreements; and support regulatory compliance in a variety of contexts.Perform legal research and analysis related to compliance issues and summarizes findings. Prepare recommendations and provide consultation related to legal implications and organizational impact of various issues, laws, regulations, policies and program requirements.Serve as a liaison with internal and external clients and provide legal updates and guidance to management regarding matters of liability exposure or potential risk.Provide guidance for the completion and filing of regulatory reporting as needed.Review and analyze a range of laws and regulations affecting the District and monitor impact of new developments or pending changes.Provide policy review and recommendations for changes to policies and practices in order to maintain organizational standards and/or legal compliance.Excellent written, verbal, and interpersonal communication skills, capable of effectively communicating at all levels with the District and externally.30%: Serve as a legal advisor to key work groups, committees, and related entities as needed.Work within the OGC to provide advice and counsel on a variety of other issues facing academic institutions and large employers as needed.10% Maintain accurate records to support college and district reporting needs.Other duties as assignedMinimum Qualifications:

Juris Doctor from an American Bar Association accredited law school and licensed to practice law in the State of Arizona or to be eligible to practice law in Arizona under the in-house counsel designation within six (6) months and be fully admitted to practice law in Arizona within one year.
