The HII Cyber, Electronic Warfare, & Space Group is hiring a Senior Program Manager (PM) to lead a $1.8B Multi-Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract and subordinate Task Orders supporting the Intelligence Community (IC). You will lead the Program Management Office (PMO) responsible for all activities, including overall IDIQ Task Order management, deliverables, financial, compliance and communication to stakeholders.Lead and manage all Task Order activities performed by a large cadre of HII and subcontractor personnel to meet TO objectives; from requirements decomposition, to systems engineering, rapid prototyping, production, and training, through initial operation of delivered capabilities.Responsible for full delivery of program including scheduling, planning and monitoring, resource allocation, financial forecasts and budgets, contractual compliance, and quality of services.Primary interface with the Government Contracting Officer Representative, customer Technical Point of Contact and Mission Partners; prepare and deliver formal briefings and reports.Manage the PMO and its full spectrum of business operations, including finance, procurement, quality, travel, contracts, knowledge management, and employment of resources in support of program cost, schedule, and performance milestones from inception through completion.Lead PMO and customer engagements -- planning activities, program and technical reviews, risk and quality management, program issue corrective actions/resolution across all active projects.Develop and document a process for managing worldwide stakeholders and operating locations; plan and conduct program systems engineering activities IAW contractual requirements.Innovate to continuously on-ramp and integrate advanced technologies into new and existing solutions for globally deployed operations to remain ahead of evolving and emerging threats.Establish and maintain effective relationships with customers, subcontractors and other outside organizations; integrate stakeholder engagements into the Government’s process.Ensure appropriate training is accomplished to PMO personnel and subcontractors.Minimum Qualifications

Active Top Secret security clearance; must meet eligibility requirements for ISSA/Top Secret/SCI clearance and successfully complete a full scope polygraph examination.Bachelor’s degree or higher from an accredited institution in one of the following areas: STEM field or business.16 years of progressive management experience (in the past 20 years) managing complex systems directly supporting the Department of Defense or Intelligence Community, with 5 years of experience managing large, complex IDIQ contract vehicles or Task Orders.3 years of recent experience (within the past 5 years) as a portfolio Director, Senior PM, or Senior Technical Lead directly supporting IC projects.Ability to multi-task and lead cross-functional teams with diverse disciplines at all levels of the organization; excellent communication, presentation, and interpersonal skills.An active certification in at least one of the following:Project Management Institute (PMI) Project Management Professional (PMP)Program Management Professional (PgMP) certificationPreferred Requirements

10 years of experience supporting IC projects to include reverse engineering, exploitation, and/or rapid prototyping.Active ISSA/Top Secret/SCI security clearance with full scope polygraph.Physical Requirements
