AECOM is seeking a
Program Manager V – Third Parties
to be based in
Sacramento, CA.
This position is open to remote work. JOB SUMMARY: The Program Manager – Third Parties supports the planning, direction, and oversight of client third party agreements, land conveyances, reports of investigations, as well as the design and construction for all irrigation, water, drainage, electric, gas, telecom, local utilities, and railroad facilities required by the client. This role will support in the coordination, oversight, and management of third-party activities and directly contributes to the successful delivery of projects. The Program Manager – Third Parties exercises innovative, data driven problem-solving methodologies to secure solutions that are in the best interest of the client. JOB RESPONSIBILITIES: Plan, manage and supervise the development and implementation of business plans, business strategies, and program priorities. Manage, provide guidance, and organize staff and consultants to ensure the following functions are properly implemented and compliant with all applicable state, federal, and local laws and regulations, as well as all client policies and procedures: 1) third-party agreements, 2) land conveyances, 3) reports of investigations, and 4) the design and construction for all irrigation, water, drainage, electric, gas, telecom, local utilities and railroad facilities. Manage and supervise the development and processing of documents, including operational performance reporting. Ensure documents and supporting materials are developed in accordance with all applicable laws, policies, and client direction related to transactions with contracted consultants, property owners, and third parties. Advise the client on third-party issues. Provide technical expertise on all utility and third-party matters. Analyze legal and commercial principles and precedents and apply them to complex legal and administrative problems. Present statements of fact, law, and argument clearly and logically in written and oral form, plan, organize and direct the work of a staff. Prepare technical correspondence and complete comprehensive reports. Assimilate technical data, legal issues, risk parameters, and human sensitivities as well as exercise sound judgment in evaluating alternative courses of action and recommending the preferred direction in the best interests of the client. Maintain strong working relationships through proactive communication with management, other Divisions, Districts, federal and state agencies, local agencies, and private sector contractors, subcontractors and suppliers and their associations. Qualifications MINIMUM REQUIREMENTS: BA/BS + 12 years of relevant experience or demonstrated equivalency of experience and or education PREFERRED QUALIFICATIONS: A degree in Engineering, or Graduate Degree in Business or Law. Professional Engineering Designation (PE). 10 years of Project Management experience. Knowledge of California State Contracting Manual, Caltrans Utility Relocation Manual, Design-Build Contracts, Federal Statutes, California State Statutes, and Project Management Techniques. Knowledge of the third-party agreements required to deliver the client system, legal and commercial principles, and their applications. Knowledge of federal, state, and local laws/government codes, legal research methods, and principals of public administration as they apply to the above duties. Experience with major capital infrastructure projects and the areas of scope, policy, strategy, procedures, property management, and negotiating utility relocations. Demonstrate a broad knowledge of budget processes, workload development, resource management, and project management concepts for innovative project delivery. Additional Information Offered rate of compensation (California locations only) will be based on individual education, qualifications, experience, and work location.
