We have an opening for a

Directorate Operations Manager . You will provide the strategic vision and Directorate-level support for strategic initiatives, major operational activities, and cross-institutional operational interactions to ensure ES&H operations are conducted effectively to support the ES&H mission and its customers and represent the Office’s functions internal and external to the Laboratory. You will be responsible for the overall ES&H Directorate budget, provide technical and administrative oversight of major operational, business, IT, safety, and security processes in the directorate, and will represent the Associate Director institutionally in these areas. This position is in the ES&H Directorate, Associate Director’s Office.You will

Serve as a member of the Associate Director's senior management team, acting as an interface daily with the O&B PAD and ADs, ES&H Departments, and to a lesser extent the Director’s Office, CIO, and other PADs and ADs as needed to address needs and improve operational, business, IT, safety, and security processes.Direct ~60 staff, typically through Technical Leaders and/or Technical Managers from multiple disciplines. Set strategy and prioritize activities to support the directorate’s needs. Specific areas of responsibility include directorate-wide budget oversight, hiring and onboarding, performance and salary management, communications, IT, document control and records management, facility and space management, procurement, fleet, property management, training compliance, emergency planning, process improvement, project management, assurance management, and safety.Collaborate with the senior financial manager to develop and manage the ES&H budget, and with the Directorate Administrator to ensure consistent execution of personnel-related actions, performance management, and salary management.Represent ES&H on institutional policymaking bodies and task forces pertaining to operational, business, IT, safety, and security processes.Champion excellence and best practices in operational, business, IT, safety, and security processes, including proactive review and resolution of issues as required.Oversee the ES&H internal informal problem and conflict resolution program (Ombuds).Lead the ES&H senior management team in developing, implementing, and monitoring the directorate's long-term strategic operational, technical, business, IT, and infrastructure plans.Oversee operations for all facilities where ES&H is the primary tenant. Lead the planning process for renovation, design, and construction of new ES&H facilities. Represent ES&H for facility investments, site planning, and space management.Lead the resolution of broad, highly complex, and sensitive issues as well as complex projects that require broad participation across the directorate.Communicate effectively with ES&H Departments regarding integration of directorate activities and responsibilities with operations, business, IT, safety, and security processes.Perform other duties as assigned.Qualifications

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.Bachelor's degree in an engineering or scientific discipline, or the equivalent combination of education and related technical experience.Extensive experience directing Technical Staff Leaders and Technical Managers to champion, lead, and achieve organization objectives and goals.Extensive programmatic or operations management experience and ability to meet operations requirements while delivering on program commitments; proven ability to interact with a broad cross-section of management, technical and administrative personnel.Expert leadership, management, and strategic planning skills to champion change and process improvement, innovative and cost-effective solutions, and to influence organizational goals and objectives.Extensive knowledge of safety, security, and work control requirements, policies and procedures, and experience managing facility activities and resolving operational issues having a high consequence of error.Expert problem solving, decision-making, and analytical skills necessary to independently anticipate, define, interpret, recommend, direct, and implement solutions.Extensive experience with budget and resource management policies and procedures.Extensive experience in leading performance and salary management processes to ensure consistency.Experience with emergency planning, business continuity, assurance management, and document control/records management.Expert communication, facilitation, and collaboration skills necessary to direct an organization and negotiate at the executive level.Qualifications We Desire

Master's degree in an engineering or scientific discipline or a related field.Working knowledge of Laboratory programs, facilities, policies and procedures.Broad understanding of communications, property and fleet management, facility and space management, and procurement.Additional Information
