Minimum Qualifications

EducationBachelor’s degree in Business Administration, Finance, Accounting, or a related fieldExperienceA minimum of eight (8) years of experience in the development, administration, measurement, communication and execution of financial information, to include a minimum of six (6) years of experience using automated accounting systems in a governmental or commercial accounting environmentExperience in financial reporting, analysis and the development and presentation of financial informationExperience in US GAAP, as applicable to governmental entitiesCertification/LicensureN/APreferredExperience

Expertise with PeopleSoft Financials, Oracle and CognosExperience with the preparation of an annual CAFR

Certification

Continuous improvement training such as Six Sigma, Lean Six Sigma, and demonstrable project management experienceTraining and certification as a Project Management Professional (PMP)

Job SummaryThe Senior Financial Management Analyst-Accounting facilitates a defined course of action for financial projects, interprets complex Generally Accepted Accounting Principles in the United States (US GAAP) and applies standards applicable to financial statements and audit reports. The incumbent reviews, analyzes and develops recommendations to support actions, policies, and management decisions pertaining to complex budget or accounting and auditing issues. Develops alternative methods to operational strategies that benefit the Authority. Develops and implements remediation activities to address audit findings; and formulates communications, procedures and guidelines. The Senior Financial Management Analyst works closely with management and is privy to sensitive and/or confidential information.

Essential FunctionsEnsures, in accordance with US GAAP on a periodic, monthly, quarterly, annual, ad-hoc and multi-year basis, the proper accounting and financial reporting of financial transactions.Works directly with external independent financial statement auditors and assists with the preparation of the annual Comprehensive Annual Financial Report (CAFR).Coordinates, directs, executes and provides guidance to other professional staff in activities associated with the development and implementation of financial reports.Accurately accounts for and reports on the Authorities trust fund and dedicated funding activities.Works closely with Office of Management and Budget Services (OMBS) and other Accounting (ACCT) personnel.Works with staff to develop and produce meaningful and automated performance metrics.Supports the preparation of Accounting’s Business Plans and other multi-year planning documents.Provides input and supports the development of oral, written and visual presentation materials for management.Effectively develops and implements appropriate corrective actions resulting from deficiencies and/or recommendations.Works with OMBS to develop statistical models for evaluating the financial impact.Analyzes and ensures accuracy of transactions occurring between processes and systems.Develops, coordinates, and oversees the publishing of periodic and ad-hoc custom reports.Manages and leads staff in professional financial research and statistical analysis work.Identifies breaks in controls or inefficient processes and proactively proposes solutions to management.Leads project management teams in planning, developing, organizing, coordinating and monitoring the efforts.The essential duties listed are not intended to limit specific duties and responsibilities of any particular position.
