$88,905GENERAL DESCRIPTION OF POSITION:This position will support the Convention Center's human resources activities under the direction of the HR Director. This position provides a wide range of human resource support and consulting services to all Convention Center's department heads and staff, including matters involving recruitment, employee relations, counseling, problem resolution, performance management, and management training, and DEI awareness. The results of their efforts ensure that the priorities of the organization are amplified by the delivery methods they develop and maintain.DISTINGUISHING FEATURES OF THE WORK:The HR Generalist II is an exempt-from-overtime position and is classified as essential personnel within the City of Baltimore. The work of this individual involves occasionally working evenings and weekends. The employee may be required to travel to conventions and meetings in the industry representing the Baltimore Convention Center and the City of Baltimore.ESSENTIAL DUTIES AND RESPONSIBILITIES:Assist the HR Generalist I, when necessary, with interviews for the Agency.Participate in interviewing applicants for various positions and make recommendations to the department leader.Manage/coordinate the new hire onboarding process with the HR Generalist I.Initiate the hiring process for new hire(s).Maintain the I-9 process and ensure all are completed for all new hires per federal regulations.Serve as the agency liaison for all recruitment meetings with the Department of Human Resources (Shared Services).TRAINING MANAGEMENT:Complete updates to presentations and facilitate new hire orientation.Ensure compliance with Introductory Period review (180 days).Ensure new hire training requirements are met.Assist with Staff Development activities, training, and serve as a champion with all City-wide activities and initiatives within the agency.EMPLOYEE RELATIONS:Assist/counsel managers and staff on the interpretation of City policies and procedures.Provide guidance and educate the Convention Center's managers regarding the steps in the corrective action process.Assist the HR Director in managing grievance processes and investigations.Participate in Unemployment Compensation Hearings as needed. Provide additional documentation as required for the unemployment claim/hearing.Ensure compliance with AM/PM manual personnel records guidelines.Complete exit interviews for all exiting employees and provide data to HR Director and leadership upon request.PAYROLL PROCESSING:Advise on payroll procedures.Assist with payroll tasks to ensure processed timely and accurately.Assist the HR Director with resolving payroll issues.Handle the monitoring and recovery of overpayments.Process promotions, transfers, reclassifications, and salary increases as necessary.TYPICAL EXAMPLES OF THE WORK:Partner with departmental managers to execute the day-to-day operations of the Convention Center and the Department of Human Resources.Serve as an advocate for the employees, community, leadership, and business partners to promote a great culture and environment.Evaluate job applications for minimum qualifications, record and acknowledge applications received; set up and participate in interview panels that determine the hiring and promoting of personnel.Interview and screen job applicants; prepare advertisements; post positions on the application tracking system; market positions with various social media outlets; partner with community-based organizations and the Department of Human Resources to promote career opportunities and advancements.Review position classification requests and job specifications and make recommendations to manager; conduct organizational and staffing studies and make recommendations; submit and ensure accurate paperwork is submitted accurately and timely for approval.Recommend personnel policies and procedures; provide information to employees on benefits and other policies and procedures of the City of Baltimore and Baltimore Convention Center.Manage FMLA, Workers Compensation, and Leave Management policy. Ensure City, State, and Federal policies and laws are followed.Act as agency liaison with the Department of Human Resources and other agencies, confer on HR matters, and resolve problems with diplomacy.MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:EDUCATION:

Have a bachelor’s degree from an accredited college or university.EXPERIENCE:

Have a minimum of three (3) years of experience in human resources, industrial psychology, or organizational development.OREQUIVALENCIES:

An equivalent combination of education and experience may be substituted for the education requirement.SELECTION PROCESS:
