Under the direction of the APCHA Executive Director and the APCHA Deputy Directors, performs intermediate to advanced level housing policy analysis work to enhance organizational excellence and innovation, consistent with the organization's values and mission statement. Assists with, leads, or collaborates with the APCHA Board, APCHA subject matter experts, City of Aspen departments such as the Capital Asset Department and Community Development Department, the City of Aspen City Manager's Office (CMO), and the housing experts at Pitkin County, on a variety of affordable housing policy projects contributing to the continued success of various affordable housing related initiatives. Works on creation of new housing policy proposals for the APCHA Board, City of Aspen, and Pitkin County.Supervision Exercised and Received:

Works under the general direction of the APCHA Deputy Director of Housing Compliance. No supervisory role.Essential Job Functions:Innovation and Organizational Excellence:

Assist in leading cross-functional teams in crafting approaches to solve a variety of complex housing problems and achieve organizational excellence.Leading policy research on affordable housing, program evaluation, or analysis of housing process improvement projects.With guidance from senior staff, select and use appropriate project approaches and tools to achieve objectives including defining and executing projects, identifying gaps in effectiveness and efficiency, and recommending improvements.Policy development and implementation for the City of Aspen as well as APCHA.Independent presentations to City Council, Pitkin County Board of County Commissioners and the APCHA Board.Facilitate APCHA's Strategic Planning effort.Assist APCHA in managing the transition from study to implementation of results, to reevaluation as well as housing related strategic planning initiatives.

Project Management:

Managing policy research projects including primary and secondary research.Conduct housing policy analytics projects addressing a wide variety of complex affordable housing topics and needs.Manages a substantial portfolio of housing policy analysis projects according to level, while requiring minimal supervision.Researches and develops recommendations for new or improved housing processes, policies, and methods, plans and assists with the implementation strategy and ongoing reevaluation for continued improvement(s).Prepares written reports to summarize projects, research, analysis, and recommendations.Prepares briefing information for the APCHA Board, tracks and responds to APCHA Board policy priorities.

Organizational Initiatives:

Represents APCHA on affordable housing initiatives as a stakeholder.Support the implementation of the new Housing Strategic Plan by providing research and policy analysis support.Act as a cross departmental and cross topic area facilitator for the whole organization.

Bachelor's degree in public administration, business administration, data analysis, qualitative and quantitative methods/analysis, program evaluation, or another relevant field.Experience:Two years of professional level analytical/research experience or project management experience which must have included analyzing management problems and recommending solutions.Demonstrated experience in cross-departmental policy development.Preferred Candidate:Intermediate to advanced training in qualitative and quantitative research, innovation, program evaluation, process improvement, LSS or other improvement methodology.Technical Knowledge:

Must be proficient in Microsoft Word, Excel, PowerPoint, Outlook (Email), and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Facilitation and presentation skills preferred.Licenses & Certifications:

Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.NOTE:

Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.NOTE:

This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.Position Type and Work Hours:Regular full time, hours may vary with workload.Evenings/Weekends may be required depending on department needs and special projects.
