WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS) DIVISION?A description of the business units can be found at:Facilities Management and Security Services Operations WestFacilities Management and Security Services Operations EastFacilities Management and Security Services Operations Mid-AtlanticThe following are the duties of this position at the full working level:CUSTOMER SERVICE/SERVICE IMPROVEMENT:

Implements and monitors management control procedures in accordance with regulations and other appropriate guidance and direction, to ensure that adequate control systems are functional, so Government personnel and resources are safely and effectively managed. Provides support for the installation of countermeasures, including identifying and securing countermeasure placement utilizing the Interagency Security Committee (ISC) Standards and requirements.INCIDENT AND ASSESSMENT DOCUMENTATION:

Reviews, analyzes, and processes all incidents or threats reported to the Situational Awareness Management Center (SAMC) to detect incidents that may indicate predictive or actual insider threat activity based on Potential Risk Indicators (PRIs). A detailed report will be generated if an incident is linked to an insider threat activity.PROJECT MANAGEMENT/IMPLEMENTATION:

Plans, schedules, and implements security projects in assigned areas, involving small facilities or limited scope projects in larger facilities. This includes completing the Scope of Work (SOW), gathering floor plans and cost estimates, and inputting procurement and funding actions.DOCUMENTATION:

Uses technical expertise to complete written reports and briefing documents developed from site reviews and risk assessments. Conducts Contractor Security Assessments using the ISC Risk Management Process.EMERGENCY MANAGEMENT:

Coordinates emergency incidents to provide support to first responders and conducts emergency drills to improve efficiency and safety.If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses.Requirements

Federal experience is not required. You must meet the following requirements by the closing date of this announcement OR time of referral:SPECIALIZED EXPERIENCE GS-07:

At least one year of specialized experience equivalent to the GS-05 level in the Federal Service, demonstrating basic knowledge of security program concepts related to Physical Security.OR EDUCATION:

One full year of graduate level education in a related field.OR SUPERIOR ACADEMIC ACHIEVEMENT:

A Bachelor's degree with a GPA of 3.0 or higher.SPECIALIZED EXPERIENCE GS-09:

One year of specialized experience equivalent to the GS-07 level, demonstrating knowledge of security program concepts.OR EDUCATION:

A master's or equivalent graduate degree in a related field.SPECIALIZED EXPERIENCE GS-11:

One year of specialized experience equivalent to the GS-09 level, demonstrating knowledge of security program concepts.OR EDUCATION:

A Ph.D., or equivalent doctoral degree in a related field.Education
