DescriptionIdaho National Laboratory is hiring a Environmental Regulatory Compliance Professional to work in our Environmental Support and Services Organization. Our team works a 4x10 schedule located out of our Advanced Test Reactor (ATR) facility in Idaho with every Friday off. Hybrid opportunities may be available for this position.You will report to the ATR Environmental Manager. You will support facilities, operations and R&D programs in the identification and implementation of environmental requirements to ensure compliance with applicable rules which may include support of regulatory interpretations, resolution of potential or actual compliance issues, identification of required permits, and gathering and reporting of data that must be collected and reported by regulation.Responsibilities Include:Identify and implement environmental requirements to ensure compliance with DOE Orders, Federal and State regulations, and various standards (e.g., ISO 14001, and DOE Directives, Guides, and Handbooks). Develop and implement environmental procedures to ensure INL work scope is compliant. This includes development of regulatory interpretations and resolution of potential or actual compliance issues.  Also, may include development of permits; and gathering data, calculating/modeling, and coordinating with other site contractors for the site-wide reporting to stakeholders and/or regulatory authorities.  Maintain expertise of all existing regulations in assigned area of technical competence and actively monitor for proposed changes in federal, state, and local environmental regulations which may include RCRA, CERCLA, NEPA, EPCRA, FIFRA, CAA, CWA, NHPA, SDWA, UST, TSCA, drinking water cross-connection, and radioactive waste management.  Present to and interface with Federal and State regulators and ISO-14001 auditors for all environmental inspections and respond to identified areas of concerns and/or non-compliances.  Assess environmental risk and develop required risk-mitigation strategies.  Monitor and evaluate implementation of environmental requirements using assessments and/or surveillances. Participate in the development, implementation, and evaluation of short and long-term plans to achieve annual goals, and work standards focused on achieving INL’s mission and assigned priorities. May assess environmental risk and develop required regulatory documentation.   May perform oversight and assist in implementation of laboratory environmental requirements, permits, agreements, and corrective actions.  May act as the primary point of contact (POC) for assigned regulatory group. May train junior personnel in technical complexities of assigned tasks. Support customers by preparing or reviewing National Environmental Policy Act (NEPA) documentation. Other duties as assigned. QualificationsMinimum Requirements: Level 3 - Bachelor's Degree in science or engineering and 5 years of relevant experience or Master's Degree and 2 years of relevant experience.  Level 4 - Bachelor's Degree in science or engineering and 9 years of relevant experience or Master's Degree and 6 years of relevant experience.  General knowledge of CAA, RCRA, SARA, CERCLA, NEPA, CWA, TSCA, OSHA, NEPA, P2/Waste Min, 10 CFR 851, EPCRA, respective IDAPA regulations, DOE. orders/guides/manuals, precedents, executive orders, and how they apply to INL facilities.  Requires functional understanding of environmental requirements and how to apply these requirements in the field.This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship. Desired Experience:Understanding of nuclear reactor and hot cell operations (including auxiliary equipment) as related to gaseous and liquid radiological and non-radiological effluents.Nuclear facility operations experience.Technical expertise in the calculation and reporting of radiological and non-radiological effluents to document compliance with applicable environmental regulations in applicable reports.Job Information: The pay range for this position is: Level 3 ($91,008 - $186,588) / Level 4 ($109,260 - $223,908).
