Program Evaluation and Advocacy Manager

will play a key part in defining key evaluation questions for Horizons for Homeless Children and designing systems to measure our programs’ impacts on the lives of children and families. This role is responsible for determining the effectiveness, cost-efficiency, and value of Horizons’ programs and services.ResponsibilitiesProgram Reporting

Work with CPO to develop clear evidence of programmatic impact of the 2-generation work of Horizons.Contribute to the development of key evaluation questions, and determine how existing data systems can be used to address those questions.Help to identify gaps in existing data systems and make recommendations for enhancing data collection and analysis.Collaborate with Development and Program colleagues to build a compelling narrative about Horizons’ 2-generation program impact.Produce monthly and weekly reports of key programs and population indicators for Horizons leadership.Produce quarterly demographic reports of all program participants.Deliver to Development and Marketing ongoing reporting required by funding sources.

Database Management

Manage Horizons’ internal database, which stores data related to enrollment, eligibility, client demographics, assessment, outcome measurements, and key indicators.Provide training and technical assistance to internal staff on database functionality and troubleshoot operational challenges.Identify and implement design changes to improve system functionality.

Policy

Support CEO’s policy agenda and visits with Legislators to advance Horizons’ policy agenda.Monitor and analyze the impact of major laws, policies, programs, and organizations affecting early education, housing, and homelessness.Stay abreast of early education research.Track changes in homelessness data collected by the state.

Starting salary range, compensation, and benefits$60,000 – $75,000 is the starting salary range for our Manager level roles with a 4% premium uplift for Bilingual English/Spanish.
