is seeking highly qualified candidates to fill the position of
Engineer, Senior
in the
Division of Right Way Management . The incumbent is responsible for administering the review and management of large/mega development projects, policy development review, and coordinating public and capital construction projects.Incumbents are considered subject matter experts with a high level of knowledge, providing consultation to other engineering staff and management. Work may include: reviewing construction documents; review of plans, permits, and construction activities for transportation impacts; responding to permitting and code questions; performing site inspections; attending and facilitating planning and design meetings with engineers, contractors, architects, and developers; and maintaining logs and permit records.Incumbents may also supervise professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.Duties include, but are not limited to:Performing technical review of site development design and construction documents for compliance with Federal, State and City codes and regulations; and, for the City right-of-way and transportation impacts (vehicle, bicycle, pedestrian, etc.)Performing site inspections and coordinating/attending planning and design meetings with engineers, contractors, architects and developersServe as the primary point-of-contact for the Division’s large public clients (VDOT, VDGS, VCU, VCUHS, etc.)Performing preliminary technical review of submitted materials to assure that all plan information needed for review is presentReviews, prepares, and maintains project status/technical reports, permit applications, inspections, and other documents.Coordinating with internal and external organizations to administer ROW standards and regulationsExplaining codes and permit process requirement to contractors and citizens in matters pertaining to Work in Street Permits, Encroachments, and working within the City right-of-wayDeveloping and administering departmental policies as it relates to Right of Way operations and processesPreparing Council papers, Ordinances and reports to various City committeesUpdating divisional information on the Internet and or intranet site the City and its customers associated with the Right of Way permit application processPerforming other related duties as required** City of Richmond Public Works employees are considered essential personnel and will be required to work during declared emergencies and major weather events. **MINIMUM TRAINING AND EXPERIENCE:Bachelor's Degree in engineeringThree (3) years of engineering experienceLICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:Some assignments may require a valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hireKNOWLEDGE, SKILLS, AND ABILITIES:Surveying PrinciplesHydraulic ModelingConstruction practicesAWWA Manual of Practices and StandardsWater Works RegulationsSite, Roadway, and Utility Design StandardsLand development site plansTraffic Impact Analysis (TIA) reports and studiesGeneral civil engineering principlesADA and PROWAG regulationsSkills (some combination of the following):Computer proficiency in Microsoft Office SuiteReading and interpreting GIS maps and AutoCAD plansSoftware program for workflow (EnerGov)Technical writingOral and written communicationAbilities (some combination of the following):Assemble complex information for othersWork with a variety of individuals such as other employees, vendors, contractors, and citizensENVIRONMENTAL HAZARDS:Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint.While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, hear and use substantial repetitive motions of the wrists, hands, and fingers.The employee is occasionally required to reach extending hands and arms in any direction, stand, walk, pull, lift, and grasp applying pressure to an object with the fingers or palm. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
