This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.Under the general supervision of the Educational Director of the Instructional Support Branch, the Educational Specialist III:Provides leadership, direction, supervision, and coordination of the research and development of standards and related curricular guidelines and instructional tools for the Common Core State Standards (CCSS) and Hawaii Content and Performance Standards (HCPS) areas of English Language Arts, Early Literacy, Mathematics, Instructional Improvement and Professional Development Credit Approval. Supports the development and implementation of activities related to staff and professional development.Interprets federal and state policies and standards regarding programs and projects contained in the Learning Support Section; assists in the enforcement of and adherence to such policies; monitors programs in accordance with the provisions of the Department of Education’s Strategic Plan; and provides literacy program supports and staff support services to the field for program implementation and improvement based on analysis of assessed needs of students, complexes, complex areas and schools in relation to effective Standards implementation.Directs the development of the Department’s input for the Annual and Multi-Year State Plans for various program areas; directs, prepares, and submits, the descriptive, statistical, and fiscal reports as required by the U.S. Secretary of Education annually; directs the establishment and maintenance of a data bank for various purposes in accordance with Department procedures; prepares legislative testimonies, critiques of documents for the Board of Education and the Superintendent, and correspondence in answer to specific questions within area of responsibility.Reviews fiscal management of programs within the section and assumes fiscal management responsibilities for budget, expenditure plans, and expenditures involving Federal and State funds for the section.Represents the Department when requested in matters pertaining to programs within the Learning Support Section at the State Legislature and at other public and private agency and organization meetings. Prepares and presents information, reports and testimony to various stakeholders, such as the Legislature, Board of Education, Department leadership, Principal Forums, schools, parents and families, and public and private agencies.Keeps abreast of all new program-related developments, identifies the need for research projects, disseminates pertinent information to the state, district, and field personnel, and works with public and private groups in program improvement initiatives.Performs other related duties as assigned.Education:

Graduation from an accredited college or university with a master’s degree in education with specialization in a subject field appropriate to the area or areas of assignment.Experience:

Eight (8) years of responsible professional work experience in education of which four (4) years shall have been in teaching and four (4) years in curriculum or program planning, as appropriate.Desired Experience:

Supervisory work experience, survey development and grant writing, implementation and monitoring.Knowledge:

Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principals of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area or areas of assignment; research developments, trends and current issues or problems pertinent to the area or areas of assignment; laws, rules, regulations and administrative procedures pertinent to the area or areas of assignment.Ability to:

Plan, direct, coordinate and evaluate curriculum services in several related subject matter areas, or services regarding broad program area; communicate effectively with others both orally and in writing; operate computer and other business machines; maintain awareness of developments in curriculum or program areas; deal effectively with federal, state, county and departmental officials in accomplishing program goals and objectives.Desired Ability to:

Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; use tools, equipment, instruments or devices appropriate to the area or areas of assignment; develop and implement online resources using appropriate online tools (such as Sharepoint, podcasts, VoiceThread, website authoring, Blackboard Collaborate, webinars, and Google Applications); organize/prioritize work and multi-task to maintain an effective work pace while working under deadlines.SALARY RANGE:

EOSR-8, $114,832 to $162,541. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $114,832.WORK YEAR AND BENEFITS:

This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.POSTING CYCLE:
