TYPE OF APPOINTMENT ISSUED:

This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Under the general supervision of the Program Support & Development Specialist III of the Medicaid Reimbursement Section, the Institutional Analyst II:

Provides leadership in the development, implementation, and monitoring of the Medicaid Reimbursement Section (MRS) concerning (a) the financial and operational management of Medicaid revolving funds in terms of compliance with the Department, state, and federal regulations, legislation, and consistency and (b) adherence to accepted accounting principles and management practices including internal control practices.Develops, monitors, oversees, and maintains internal and external auditing program that meets or exceeds requirements from the Hawaii State Department of Human Services (DHS) Med-QUEST Division and the Centers for Medicare and Medicaid Services.Develops and implements policies and procedures to address the MRS's fiscal and compliance needs and requirements in accordance with federal, state, and Department mandates and directives, including preparing, monitoring, and executing the section's budget, fiscal reports, deposits, expenditures, and inter-governmental transfers.Reviews, tracks, and maintains program data related to provider qualifications, parental consent, service documentation, and student eligibility to ensure compliance with Medicaid requirements for submission of claims. Provides training for new providers and Department partners in the administrative claims process.Serves as primary liaison with the DHS Med-QUEST Division and the University of Massachusetts Medical School for Medicaid reimbursements and tracking of financial transactions.Coordinates the preparation, review, and submission of program reports as required by the Hawaii State Legislature, federal or state agencies, and the Department.Performs other related duties as assigned.Education:

Graduation from an accredited college or university with a bachelor’s degree in political science or business administration with coursework in public administration, management accounting, and research statistics.

Experience:

Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.

Preferred Experience:

Four (4) years of responsible work experience in program planning and analysis, of which two (2) years shall have been in a leadership position at an education program, agency, or system.

Combined Education and Experience:

An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge:

Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Desired Knowledge:

Principles and practices of education and program development, administration, operations, and understanding of research principles pertinent to education programs.

Ability to:

Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.

Desired Ability to:

Work efficiently under time restraints and deadlines; interpret and implement school-based claiming program tasks according to federal and state guidelines; conduct functions as needed with pertinent federal or state agencies; perform work activities independently without constant supervision.

SALARY RANGE:

EOSR-7, $110,136 to $155,904.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $110,136.

WORK YEAR AND BENEFITS:

This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT:

Article 11, Appointments, paragraphs A2b and A2c- "All vacancies for State and District level educational officer positions shall be advertised for twenty (20) days prior to selection. Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure."
