TYPE OF APPOINTMENT ISSUED:

This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term probationary vice appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of DutiesUnder the general supervision of the Program Support and Development Specialist III of the Medicaid Reimbursement Section, the Institutional Analyst II:

Conducts program activities in order to maximize federal reimbursement for a specific set of Medicaid allowable health-related services provided to eligible students. This includes research, review, and analysis of potential reimbursable services not covered under the DOE's State Plan Amendment (SPA).

Provides leadership in the development, implementation, and monitoring of the Department's Medicaid Administrative Claiming (MAC) program. Works with the Medicaid Reimbursement Section's third party administrator to develop claiming procedures to capture the costs associated with the Medicaid outreach, facilitating eligibility determinations, related training, and general administration.

Facilitates the creation of quarterly MAC claims by completing claims documentation that includes, but is not limited to, specialized transportation costs, fixed asset costs, staff and contractor costs, and other claimable costs.

Coordinates the preparation, review, and submission of MAC program reports as required by the Hawaii State Legislature and other federal/state agencies pertaining to Random Moment in Time studies.

Reviews, tracks, and maintains program data related to provider qualifications, parental consent, service documentation, and student eligibility to ensure compliance with Medicaid requirements for submission of claims. Provides training for new providers and Department partners on the Administrative claims process.

Serves as primary liaison for the Department with other agencies on matters related to Administrative Claiming data acquisition, processes, and research required for documenting non-direct service claims.

Performs other related duties as assigned.

Minimum QualificationsEducation:

Graduation from an accredited college or university with a bachelor’s degree in political science or business administration with coursework in public administration, management accounting, and research statistics.

Desired Education:

Degree in education or a health-related field.

Experience:

Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.

Desired Experience:

Of the four (4) years above, two (2) years involvement in implementation and compliance monitoring, including developing and implementing policies and procedures. Management/supervisory work experience in education or health-related field which demonstrated knowledge of the principles, philosophies, and goals of the school-based Medicaid program.

Combined Education and Experience:

An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge:

Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Desired Knowledge:

Medical assistance models, management of organizational data; development of computer-based information systems; principles and practices of education and program development, administration, operations, research related to education, healthcare, and Medicaid programs.

Ability to:

Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.

Desired Ability to:

Work efficiently under time constraints and deadlines; interpret and implement SBC program plans and goals in accordance with federal/state guidelines; conduct functions as needed with pertinent federal/state agencies; perform work activities independently without constant supervision.

Supplemental InformationSALARY RANGE:

EOSR-7, $110,136 to $155,904.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $110,136.

WORK YEAR AND BENEFITS:

This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
