Job Purpose and Position Overview:This position is responsible for directing and managing the Winnebago Tribe’s Human Resource Department’s policies, procedures and staff.

Specific Job Duties/Responsibilities:

Demonstrate the Winnebago Tribe's Human Resource Department's core mission, vision and values

Ensure compliance with Tribal, State and Federal HR related guidelines

Act as a liaison between the Tribal Council, CEO, Management and Employees. Provide HR expertise and guidance to Directors, Supervisors and Managers.

Meet the performance goals established by the CEO

Set departmental goals and objectives within the context of the HR Annual Operating Plan; prepare and manage departmental budget necessary to operate the department.

Perform director level work in planning, developing, organizing and managing the classification of pay programs.

Assist Tribal Administration in the review, preparation and administration of the Tribe’s wage and salary plan.

Oversee the Tribal Benefits Program. Reviews all benefits plans with the Benefits Administrator and keep Tribal Administration abreast of changes to benefits and changes to annual costs.

Oversee the FMLA, COBRA, Worker’s Compensation and EAP programs, including record maintenance.

Develop, recommend, maintain and implement personnel policies and procedures; prepare and maintain employee handbook.

Review and make recommendations to CEO or other departments for improvement of the organizational and departmental policies, procedures and practices on personnel matters.

Oversee the development of employee orientation and training programs.

Ensure pre-employment screening is completed on all applicants: background checks, reference checks, verify employment and education, etc.

Adhere to Tribal policy to ensure random drug and alcohol screenings and annual motor vehicle driver reports are conducted as outlined in Tribal policy.

Serve as the Drug & Alcohol Program Manager (DAPM) and Designated Employer Representative (DER) for Tribal programs requiring adherence to FTA/DOT regulations. Prepare and submit report as required.

Provide current and prospective employees with information about policies, job duties, working conditions, wages and opportunities for promotion and employee benefits

Oversee the hiring, retaining and promoting of Tribal employees.

Promote employee recognition throughout the organization.

Provide support to supervisory personnel in the administration of employee disciplinary action, including overseeing and conducting internal investigations. Assist supervisors to ensure that proper disciplinary and termination procedures are followed.

Oversee the administration of the Tribe’s performance appraisal and competency evaluation procedures. Notifies supervisors in advance of appraisals that are due or delinquent.

Assist Tribal Administration and Directors in the establishment and management of organizational internships

Maintain on-going professional education to ensure compliance with all HR related issues and trends

Attend required company and departmental meetings, including the Tribe’s Department Head Director Committee meetings.

Prepare grievance review documents for Department Head Director Committee.

Work with Tribal HR Staff to respond to unemployment claims in a timely manner.

Coordinate annual Employee Appreciation Day events for Tribal organization.

Prepare and distribute monthly HR reports, as requested.

Consult with legal counsel as appropriate, or as directed by Tribal Administration.

Develop and maintain a human resource information system (HRIS). Maintains a system of record keeping, ensures scanning and set-up of personnel files.

Perform duties of the HR staff in their absence.

Required Qualifications/Skills:

Must have a Bachelor’s degree in Human Resource or related field or five (5) years of progressive Human Resources Management or Generalist experience

Must have two years or more of supervising a department and direct reports.

SPHR or similar certification preferred

Superior speaking, facilitating and communication skills

Excellent customer service skills required

Proficient use of Microsoft Office products (Outlook, Word, Excel, PowerPoint)

Ability to read, write and speak English fluently

Enthusiastic and dedicated to the challenges of helping other people

Ability to function collaboratively as part of a fast-paced, customer oriented team

Professional in communications, appearance, relationships, and responsiveness

Positive attitude

Self-starter with the ability to perform with little or no direct supervision

Supervisory Responsibilities:

Ability to supervise HR department employees

Training Requirements:

Must be willing to pursue professional certification a/o training as directed. Must cross-train in all functional areas of the HR department.

The employee frequently is required to sit for extended periods of time and use hands to operate computer keyboard, telephone and basic office equipment

Certificates, Licenses, Registrations:

SPHR or similar certification preferred
