SUMMARY:

The Human Resources (HR) Director is responsible for overseeing all aspects of human resources practices and processes. This role will support business needs and ensure the proper implementation of Wind River Family and Community Health Care (WRFCHC) strategy and objectives. The HR Director will manage activities such as job design, recruitment, employee relations, performance management, professional training and development, talent management, and benefits administration.

The Director is responsible for planning, directing, and implementing human resource policies, programs, and activities in support of both operations and strategic goals. The Director will supervise employees of the Human Resources department to ensure all day-to-day transactional work is completed in a timely and efficient manner, and to provide back-up for these duties as necessary. The Human Resources Director should have an understanding and experience in the operational components of a comprehensive Human Resource Department in addition to the leadership and coaching skills required of a supervisor.

The Director must be an experienced professional, have strong business acumen, critical thinking capabilities, operate in an autonomous manner, have strong initiative, and must utilize discretion and collaboration to navigate and manage relationships with all staff.

The HR Director will perform all duties in a manner that promotes the mission, vision and values of WRFCHC in all aspects and serve as a role model for these values to staff and community.

This role involves ensuring compliance with relevant laws and regulations, world class customer service, communication skills, organization, attention to detail, strong analytical and problem solving skills.

DUTIES AND

RESPONSIBILITIES:

Leads and oversees processes related to recruitment, selection, placement, orientation and ongoing training to staff and leadership.

Administers, interprets and oversees the implementation of new and amended policies and procedures related to employee services.

Directs preparations and ongoing processes related to compliance with Human Resources services related to standards and guidelines related to applicable regulatory agencies.

Ensures that Human Resources staff works as a team to provide consistently excellent service to all customers-leadership staff, medical staff, non-employees, job applicants and others.

Oversee and ensure integrity of employee records and related information, including a shift toward electronic record keeping that will streamline prior processes and improve efficiency.

Oversee functions and documentation related to employee status change, corrective action and progressive discipline processes, protected leave, American with Disability Act processes, Equal Employment Opportunity, Affirmative Action processes, American Indian and Tribal preference policies and other similar areas.

Oversee internal research and preparation of documents related to employment hearings or other legal actions, and participate in such hearings as requested.

Provides leadership and direction in developing and improving schedule and staffing strategies and the schedule of pay and benefits.

Oversees initiatives to improve retention of qualified staff by strengthening employee engagement, improving employee skills and supporting WRFCHC culture of patient and employee safety.

Oversees program to provide clinical training at WRFCHC for non-employee students through relations with training institutions, colleges and universities in collaboration with appropriate department heads.

Oversees performance management processes including performance evaluations.

Provide leadership and support to all departments and leadership related to labor relations and employee relations and employee counseling.

Accountable to ensure accurate human resource information is provided to department administrative staff for decision-making in hiring and retaining employees.

Manage and participate in all aspects of the talent acquisition process including championing proactive, traditional and innovative approaches to talent acquisition and workforce development.

Provide support to other HR functions as needed.

Supervise all HR staff to ensure timely execution of job duties, ensure productivity and compliance with all HR functions.

Other duties as assigned to maintain and enhance the operation of the department.

QUALIFICATIONS:

High School Diploma or equivalent required. Undergraduate degree in Human Resources management or related major preferred.

Requires minimum of 5 years, 8 years preferred, progressive experience in Human Resource management, with 2 years supervisory experience, preferably in healthcare environment and working with American Indians/Alaskan Natives.

Required experience must include ability to read, understand, apply and make decisions drawing on knowledge of labor and employment law to include ADA, wage and hour, Title 7, EEO, worker’s compensation, and related regulations, including federal, state, local and tribal including laws related to job classifications for purpose of hiring those with previous criminal records.

Required experience in employee background checks including civil central registries for the purpose of child and vulnerable population protections and criminal background checks related to criminal offenses including violent crime sexual offenses.

Requires experience advising and coaching leaders on employee law, policy and procedure application, interacting with facility senior leadership team and serving as subject matter expert for Human Resources.

Requires experience in proactively identifying and mitigating risk related to employment law and leading a team.

Strong organizational, attention to detail, and time management skills.

Must possess a valid driver license and be eligible for coverage under WRFCHC auto insurance policy.

Must be able to pass a criminal background check under the Indian Child Protection and Family Violence Prevention Act (P.L.101-630).

Current BLS Certification or be able to obtain it within 60 days of hire.
