Lead Financial Analyst

NIRA Inc., a fast-growing women-owned small business, is seeking Lead Financial Analysts for a major FAA program. Individual needs to demonstrate the ability to work within a team to resolve issues and present solutions to senior leadership. This position requires strong analytical skills, thorough understanding of financial and project management aspects, ability to collect and combine information from multiple sources to create a comprehensive picture of the project, collaborate with various teams and stakeholders.

Major Responsibilities include:

Prepare a complete range of cost analysis and cost management services that include, but are not limited to, program cost and price analysis, cost planning, budget development, detailed cost estimating through the planning and execution phases, and data management to support program manager and team leads to make decisions;

Lead a team of financial analysts to deliver all budget formulation and budget execution documents on time with excellent quality;

Prepare budget documents such as Resource Planning Documents (RPDs), 5-Year Capital Investment Plan (CIP) write-ups, Capital Investment Team (CIT) briefings, Project Level Agreements (PLAs), and other business and financial planning data and documentation;

Prepare OMB monthly and annual reports and work with stakeholders to respond to data calls from upper management and external agencies;

Provide inputs for various briefings and data calls.

Qualifications:

At least 15 years of relevant work experience (e.g., Management, Business, Economics, Finance, etc.), to include 10 years of experience with

federal

acquisition strategy, budget formulation and execution, contract evaluation, cost management, or contract management;

Knowledge of cost models; detail-oriented with a demonstrated ability to organize and manage complex spend plans; high-level proficiency with spreadsheets, reports, and other cost estimating techniques;

Ability to plan, coordinate, and prioritize assignments and workload, execute tasks, and meet deadlines;

Excellent communication skills are required;

Ability to work both independently and in a collaborative environment;

Ability to obtain Public Trust Clearance;

Local in the DMV area;

Bachelor's degree from an accredited institution in Management, Business, Economics, Finance, Engineering, or related disciplines is required.

Desired Knowledge/ Skills:

Experience with the FAA Budget Formulation or Execution processes.
