Participates in the development and fulfillment of contract requirements in the purchase or sale/delivery of equipment, materials, products or services. Evaluates contract compliance and advises others on contractual rights and obligations. Requests or approves amendments to contract terms or contract extensions. Prepares bids or requests for proposals (RFPs), including specifications and requirements; negotiates contract terms and participates in the determination of acceptable bids.Major Position Responsibilities

Directs all activities in the organization's contracts administration functionOversees the preparation and administration of bids, proposals, negotiations, and contracts that follow company policies and legal requirementsDirects the contracts administration staff and guides compliance with complex contractual and regulatory requirementsManages and develops policies and processes that govern the contract administration staff and provides guidance on contract terms and the assessment of contract proposalsHas deep knowledge of the contract life cycle, types of contracts, and applicable government regulationsProvides strategies on the negotiation of complex or high-value contractsLeads and directs the work of other employees and has responsibility for personnel actions including hiring, performance management, and termination with concurrence from HR & Senior LeadershipBasic Qualifications

Required Qualifications:Associate's DegreeOR equivalent combination of relevant education and/or experience12-15 years' experience in a relevant functionPreferred Qualifications:Bachelor's degree in Business or relevant degreeExperience within the defense industryPreferred professional procurement/contracting certifications at the state or national levels, such as certifications offered by NCMA, CFCM, CPCMGovernment contracts experienceWorking knowledge of munitions: associated platforms, strategic and tactical systems, and military munitions/platform interface requirementsKnowledge, Skills & Abilities:Possesses and applies a broad knowledge of concepts, principles, practices and procedures of specialization to the completion of difficult assignmentsStrong computer skills, administrative data control, scheduling and team interfaceMust be able to manage quickly changing priorities while meeting deadlinesStrong written, digital and verbal communication skills in both an individual and team environmentLooks for ways to improve and promote qualityMust be able to possess strong, planning, execution and multitasking skills and have demonstrated ability to reprioritize on the flyWorks within the highest level of integrity, ethics and safetyDecisions are guided by policy, procedures and business planConsistent exercise of discretion and judgmentOther Requirements:Proficiency with MS Office 365 toolsContract complianceContract lifecycle managementContract negotiationContracts management and administrationContract reviewContracting terms and conditionsWillingness and ability to travel up to 25-50% of time, including possible international travelThe above statements describe the general nature and level of work only.
